AGENDA REPORT

To: Honorable Mayor and City Councilmembers

Subject: Storm Drain Inlet and Catch Basin Inspection and Maintenance, MC-2024-2 – Award of Contract

BACKGROUND
The City of Camarillo (City) contracts for the inspection and maintenance of the City’s storm drain inlets and catch basins to keep them clear of trash, landscape materials, and debris. Maintenance of the City’s storm drain inlets and catch basins is required by the City’s Municipal Stormwater National Pollutant Discharge Elimination System Permit and is necessary to ensure proper drainage during rain events and protection of City right-of- way.

Specification MC-2024-2 involves the inspection, documentation, and maintenance of the City’s storm drain inlets and catch basins, which includes approximately 1,535 catch basins/storm drain inlets. The inlets in the Revolon Slough/Beardsley Wash Subwatershed (approximately 640 inlets) are required to be inspected quarterly as part of the City’s compliance with a Total Maximum Daily Load requirement for trash set by the Los Angeles Regional Water Quality Board. The inspection of each inlet requires photo documentation and completion of a data checklist. Those inlets found to contain trash are cleaned out during the quarter cleanings.

In addition to the 640 inlets which are inspected quarterly, the City inspects an additional 900 inlets annually, and cleans any inlet if trash or debris are discovered during the inspection.

In April of 2015, the Statewide trash Policy was amended to require all inlets located in high priority land use areas (areas of high trash generation) to be fitted with a full capture trash screen device. The City installed and currently maintains 207 full capture trash devices, and an additional 268 devices will be installed over the next six years. Therefore,
