Camarillo City Council

AGENDA REPORT
Date: June 12, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Sole Source Purchase – Opticom Devices and Grant Acceptance

BACKGROUND
Previously, grant funding from the Ventura County Transportation Commission (VCTC) was allocated to the Ventura County Sheriff's Office (VCSO) to install Miovision Opticom devices at six traffic signal intersections within the City of Camarillo (City). Additionally, six VCSO patrol vehicles assigned to the City were equipped with transmitters designed to communicate with the Opticom devices. This technology allows first responder vehicles, when responding to emergencies with lights and sirens activated, to facilitate quicker and safer passage through these intersections by signaling the traffic signal lights to switch to green.

The Miovision Opticom system, which has become the Ventura County standard, is implemented across various jurisdictions including the Cities of Thousand Oaks, Ventura, Simi Valley, Moorpark, and the County of Ventura. This standardized system enables seamless coordination for fire departments, police forces, and American Medical Response (AMR) ambulances as they respond to emergencies throughout the county.

With Opticom installed at key intersections, emergency vehicles equipped with the system can efficiently navigate traffic by triggering green lights, ensuring consistent and safer response protocol across the region.

DISCUSSION
City staff seeks to acquire Opticom devices for 76 additional intersections and outfit 12 additional patrol vehicles. The proposed intersections to be outfitted with Opticom devices with this purchase include 59 City owned traffic signal locations and 17 State owned (Caltrans) locations.

Following the City's procurement policy Section H.7, staff proposes a sole source purchase from DDL Traffic, Inc. (DDL), the authorized distributor of Miovision's Opticom

within Southern California. DDL has provided a quote of $523,504.55 for the additional Opticom devices. Staff will return to City Council at a later date to award a construction contract to install the devices. The cost of installation is estimated to be approximately $140,000.

On May 10, 2024, VCTC approved an Incident Responder Grant Program (IRGP) Round 3 award of $500,000 for the City’s Opticom project. The County of Ventura Sheriff’s Office will contribute $102,000, and the balance of the project cost would be paid for by the City, currently estimated at approximately $60,000.

FISCAL IMPACT
Funds for the purchase of the Opticom intersection systems are included in the General Fund, Police budget, Account No. 101-2101-421.61-16. Award of the IRGP grant will result in $500,000 additional revenue in the General Fund, Account No. 101-0000- 335.39-17.

CEQA DETERMINATIONS
City staff has determined that in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that it can be seen with certainty that there is no possibility that the installation of Opticom devices and transmitters may have a significant effect on the environment, because the City is installing the devices in patrol vehicles without increasing the number of vehicles.
