BACKGROUND
Each year the City of Camarillo (City) and the Camarillo Sanitary District (CSD) develop a five-year comprehensive capital expenditure program setting forth projects for transportation, water, sanitary, storm drainage, and buildings and grounds, referred to as the Capital Improvement Program (CIP). The program indicates the location, description, and estimates of cost for all facilities and improvements to be funded from various sources.
On April 24, 2024 and May 18, 2024, a draft of the proposed Fiscal Years (FY) 2024- 2029 CIP was presented and discussed during the City Council and CSD meetings. On May 14, 2024, the Planning Commission determined the proposed FY 2024-2029 CIP is consistent with the City's General Plan. The Interim Plant Buildings Improvements (SS- 5076) and Stormwater Trash Compliance (SD-5032) projects were updated based upon Council actions awarding construction of those projects after the May 18th FY 2024/25 Budget Review Session.
DISCUSSION
The final FY 2024-2029 CIP is presented to the City Council and CSD Board of Directors for adoption. Years one through five of the five-year CIP covering FY 2024/25 through 2028/29 includes 85 projects totaling $269,511,240. The following table summarizes the programming of project funds by category.

The format for the CIP provides details for each project including costs by major expenditure category, and revenue sources for FY 2024-2029. As required by the Government Code, a public hearing is held prior to final adoption of the CIP by the City Council and CSD Board of Directors.
The FY 2024-2029 CIP is available for review on the City’s website. Copies were distributed to agencies that may have projects affected by this CIP or that may impact the CIP. The public hearing was advertised pursuant to Government Code Section 65090.
The purpose of the public hearing is to receive input from the public regarding the projects identified in the program and the priority of each project. The City Council and CSD Board of Directors may add, delete, or reprioritize projects based upon public input. To date, the City has not received comments from other agencies that necessitate changes to the CIP.
The CIP includes the sources of revenue for the program with expenditures for the various categories of construction shown on the project detail sheets. It is understood that revenue sources and expenditure costs are estimated. Each year, projected revenues and expenditures will be updated based on current construction costs and economic forecasts.
FISCAL IMPACT
Funding for 100% of the first-year projects in the FY 2024-2029 CIP are included in the Fiscal Year 2024/25 Proposed Budget. Any additional appropriations will be requested from available fund balance by Council or CSD Board action when project specific contracts are awarded.
RECOMMENDATION
Adopt a City and Camarillo Sanitary District Resolution approving the Fiscal Years 2024- 2029 Capital Improvement Program.
