Subject: Fourth Amendment to Professional Services Agreement with Solid Waste Solutions, Inc. for Solid Waste Project Management
BACKGROUND
The City of Camarillo administers contract services and programs for the collection of solid waste, organic waste, and recycling materials. Due to the complexity of state requirements and regulations, consultation services are necessary to ensure the City develops and maintains compliance.
Given the complexity of state regulations and mandates over solid waste management services, the City entered into an agreement with Solid Waste Solutions, Inc. (SWS) in March 2021, following a Request for Proposals. SWS assisted with developing an organic waste recycling program including monitoring, reporting, and advising staff on these matters and solid waste services overall. The services and expertise provided by SWS are essential to the continuity and management of the program, as well as providing guidance on solid waste, recycling, and organic waste programs. SWS’ expertise is unique as they provide services for several jurisdictions in the region including Agoura Hills, Calabasas, Carpinteria, Goleta, Malibu, Ojai, Oxnard and Santa Paula, and are familiar with the services by the various providers serving these communities, including the operations of solid waste disposal, recycling, and composting facilities.
DISCUSSION
On March 1, 2021, the City entered into Agreement No. CC 2021-28 (Agreement) with Solid Waste Solutions, Inc. (SWS) for solid waste project management service, for an amount not-to-exceed of $29,000.
Subsequently, the City entered into three additional Amendments with SWS:

•October 13, 2021, the City Council approved First Amendment to Agreement No.
CC 2021-28A, through October 31, 2022 for a not-to-exceed amount of $50,000, and for a total agreement amount of $79,000.
•June 8, 2022, the City Council approved Second Amendment to Agreement No.
CC 2021-28B, June 30, 2023 for a not-to-exceed amount of $75,000, for a total agreement amount of $154,000.
•June 28, 2023, the City Council approved a Third Amendment to Agreement No.
CC 2021-28C, through June 30, 2024 for a not-to-exceed amount of $75,000, for a total agreement amount of $229,000.
Based on the City’s favorable experience including the advancement of solid waste and recycling programs, staff recommends entering into Fourth Amendment to Agreement No. CC 2021-28D (Fourth Amendment) with SWS, for continued solid waste project management services, extending the Agreement term through June 30, 2025, for an amount not-to-exceed of $75,000, and total Agreement amount of $304,000 (Attachment 1). Solid waste project management services are included as Exhibit A – Scope of Services, to the proposed Fourth Amendment.
FISCAL IMPACT
Funds for Fourth Amendment to Agreement No. CC 2021-28D for Solid Waste Project Management Services with Solid Waste Solutions, Inc., for Fiscal Year 2024/25 are included in the Solid Waste Professional Services Administrative Account No. 805-3510- 435.32-01 and Solid Waste Grant Programs/SB 1383 OWR Account No. 805-3510- 435.71-53.
RECOMMENDATION
Authorize the City Manager to execute Agreement No. 2021-28D with Solid Waste Solutions, Inc., for an amount not-to-exceed $75,000, and total Agreement amount of $304,000.
