RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CAMARILLO APPROVING THE REVISION OF CITY
COUNCIL POLICIES RELATED TO AFFORDABLE
HOUSING, THE WORKFORCE HOUSING
DOWNPAYMENT ASSISTANCE PROGRAM, AND THE
DELETION OF POLICY 7.13
The City Council of the City of Camarillo resolves as follows:
SECTION 1. General Findings. The City Council finds as follows:
A. The City Council intends to harmonize its affordable housing and workforce housing assistance program with State law and the Camarillo Municipal Code.
B. The City Council has reviewed the proposed policy updates to City Council Policies 7.06, 7.09, 7.12, the Camarillo Workforce Housing Downpayment Assistance Program, and the proposed deletion of Policy 7.13.
C. The City Council determines that the proposed updates are consistent with state law, modernize the policies as necessary, and will be of general benefit to the residents of Camarillo.
D. After reviewing the proposed policy updates and deletion of Policy 7.13, the City Council has determined that the proposed changes meet the program objectives of the Housing Element, including Program 4, specifically to “encourage a range of housing options across all income categories, including affordable housing, to allow residential mobility”, and “implement first time homebuyer down payment assistance program to provide homeownership opportunities to very low‐, low‐, and moderate‐income households.
E. The City Council finds that the Camarillo Workforce Housing Downpayment Assistance Program has replaced Policy 7.13, the “First Time Homebuyer Downpayment Assistance Loan Program” by achieving the same objective of assisting first time buyers, using different funding, and meeting different grant requirements. Due to a separate policy achieving the same objective as Policy 7.13, Policy 7.13 is no longer needed.
SECTION 2. Approval and Authorization.
A. The City Council approves and adopts the proposed changes to City Council Policies 7.06, 7.09, 7.12, and the deletion of City Council Policy 7.13.
B. The City Council approves and adopts the proposed changes to the Camarillo Workforce Housing Downpayment Assistance Program contingent on the state Department of Housing and Community Development’s (HCD’s) approval of the proposed changes.

C. The City Council authorizes the City Manager, or designee, to execute all appropriate documents necessary to submit the proposed changes to the Workforce Housing Downpayment Assistance Program to HCD for their review and approval.
SECTION 3. Construction. This Resolution must be broadly construed in order to achieve the purposes stated in this Resolution. It is the City Council’s intent that the provisions of this Resolution be interpreted or implemented by the City and others in a manner that facilitates the purposes set forth in this Resolution.
SECTION 4. Office of Record. The record of proceedings upon which this decision is based is located in City Hall, which is the office of record for the same.
SECTION 5. The Mayor, or presiding officer, is hereby authorized to affix their signature to this Resolution signifying its adoption by the City Council of the City of Camarillo, and the City Clerk is directed to attest thereto.
