CAA currently has staff operating in and providing services for numerous nearby municipalities in Southern California, ensuring consistent resource availability, fast response times, and maximum efficiency. Our experienced plan review staff is supplemented with additional expertise such as structural engineering, geotechnical, and other support services as required. We will provide complimentary over-night mail service of plans in addition to web based digital review. This along with the availability of our local resources will allow us to respond quickly to all of the City’s needs and ensure all of our turnaround times are met. Our staff regularly attends and sponsors training courses, seminars, and conferences to ensure they are up-to-date on the most relevant issues in the industry. For example, State Law in Health and Safety Code Section 18949.29 requires 45 hours of continuing education every three years, 8 of which must be in subjects relating to accessibility requirements. As a result of instituting and maintaining these advanced industry-training standards, the International Code Council (ICC) has recognized CAA as a Preferred Provider, the first entity in California and the 14th in the Country to receive such recognition. CAA’s commitment to staff certification, extensive staff training, and expertise in code administration has earned the company a high Insurance Services Office (ISO) rating. The ISO assesses each community on a scale of 1 to 10 (with 1 being the highest) with regards to the administration and enforcement of the building codes and mitigation of losses from natural hazards. Serving multiple jurisdictions, CAA received a company rating of “2”, which was extended to all of our California Cities in 2021 by ISO, including the City of Camarillo. To date, CAA is the only company in California to receive an ISO rating, illustrating our strong commitment to mitigating losses and enforcing codes to improve safety in our communities. Our project team assigned to the City of Camarillo possesses many years of related project experience together with a deep understanding of the City and its characteristics, making CAA exceptionally well qualified to continue providing the requested services to the City as described in our submittal. Tom Juzwiak, CBO, will continue to serve as the Certified Building Official and Project Manager assigned to the City. CAA exclusively serves public agencies and proposes to continue to perform all Building Department Services (Building Official, Plan Check, Inspections, and Counter Services) for the City. CAA will continue to act as the City’s Building Official and be responsible for the review of building plans, inspections of residential and non-residential buildings and structures, provide inspection reports, and advise City staff as needed. CAA will ensure compliance with the California Building Code, California Residential, California Plumbing Code, California Electrical Code, California Mechanical Code, California Green Building Standards Code, California Energy Code and the City Municipal Code. CAA will be responsible for the administration and enforcement of the City’s various codes and ordinances related to building safety while ensuring that the health and safety of the public are maintained through adherence to the requirements established by law for the construction, alteration or use of new and existing buildings. CAA will review entitlement projects for code compliance and develop any necessary conditions of approval. CAA will work with the Cities’ code enforcement staff to investigate building code complaints and work with stakeholders to resolve issues with a reasonable and code compliant approach. Our staff is certified with the State to provide emergency damage assessment inspections for a single after-hours event or large-scale natural disaster. We have staff outside of the surrounding area, so if a natural disaster strikes, employees can be brought in from unaffected areas to support local staff. CAA will also prepare the triennial code adoption ordinance, attend, and present the ordinance for approval by the City council and formal adoption. In addition, if any State laws are adopted outside of the typical triennial code adoption cycle which may require the adoption of additional ordinances, CAA will prepare and present those as well. CAA will continue to provide a Building Permit Technician to review and process permit applications at the counter during the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding City holidays. The Permit Technician will provide information regarding the permit process and applications, schedule and map out inspections, prepare reports, and act as the point of contact for developers and contractors doing business with the City. CAA, including Ron Grider, will assist the City with the Nexus study. It is estimated the Nexus study will require ten hours of CAA staff time to complete. These ten hours will be included as part of the current percentage of fees contract. Any additional hours over the ten will be billed at the hourly rates in the proposed fee schedule. CAA will also provide a concierge, or pre-construction, service which will include homeowner or developer site visits to discuss their projects. CAA will assist in identifying potential issues or concerns with their proposed project. This will be invoiced at the hourly rates established in the proposed fee schedule. CAA personnel is well trained in the use of a variety of different permit systems available, including OpenGov and NaviLine HTE. CAA was involved in the initial set up and implementation of the software in 2004, and in 2017 implemented the online permitting and inspection module for the City, and will assist the City in completing the buildout of the OpenGov permitting software. The scope of work for this buildout includes entering fees based on the fee schedule established by the Nexus study, and testing the system for accuracy. CAA estimates this will take approximately 150 hours to complete. Any future updates to the OpenGov software (including fees, forms, workflows, etc.), beyond the build out, will be included as part of this proposal. The City will be invoiced at the hourly rates established in the proposed fee schedule. If the contract changes to a revenue sharing format we will include this as part of our percentage of fees.
Scope of Work

CAA has also worked with the software at other client cities. For example, we have improved the HTE system setup at the City of Banning and were able to set up workflows that save multiple key stroke steps for every application. We have also worked with the City of Port Hueneme setting up plan tracking, inspection results and an improved application process in HTE, and our experience with the online module was shared with the City of Thousand Oaks to assist them with setup and roll out. Our staff is up to date on all building, plumbing, and electrical codes and standards, including code changes and state amendments, and is familiar with City building requirements, zoning codes, and related laws and ordinances. Our team is able to quickly and accurately read and interpret plans, specifications, and blueprints of ordinary complexity and compare them with construction in progress to identify any discrepancies. In addition, our personnel is trained to detect non code compliant work, structural faults, inferior materials, and hazards. CAA's team is structured to allow flexibility in manpower and will match fluctuating workloads and priorities with proper staffing. Short-term fluctuations are leveled out through temporary use of other CAA personnel brought in for peak periods. Long-term needs are met through the addition or removal of trained staff, with City approval, as well as finding more efficient ways to manage and accomplish existing work. CAA currently provides comprehensive Building Department Services to several nearby municipalities and will be able to share sufficient available resources with those municipalities to address any increase in workload as it arises. CAA will continue to provide the following services to the City:
