• Find that the proposed Zoning Ordinance Text Amendment is exempt from the California Environmental Quality Act. (CEQA) under the State CEQA Guidelines Sections
15060(c)(2) and 15378.
• Deny the proposed ZOA to allow pet cemeteries in the P-O Zone.
