Subject: Ordinance Adjusting Salaries for Members of the City Council
BACKGROUND
Government Code section 36516(a) establishes a general schedule of permissible salary levels for City Councilmembers of General Law cities, such as Camarillo. Government Code section 36516(a)(4) allows for increases in Councilmember salary provided the increase is adopted by ordinance and the amount of additional salary does not exceed an amount equal to 5% for each calendar year from the date of the last adjustment.
Government Code Section 36516.5 requires the increase be approved by the City Council prior to the general municipal election, so that the newly set salary applies after a new council term commences. As a result, the salary for the following two calendar years is reviewed and set prior to the November election in even numbered years.
DISCUSSION
Currently, the salary for each member of the City Council is $1557.63 per month.
At the meeting of June 26, 2024, the City Council by a vote of 3-2 directed that an ordinance be presented to the Council to provide for a 2% increase for calendar year 2025 and a 2% increase for calendar year 2026.
The proposed Ordinance will amend the Camarillo Municipal Code to increase City Council compensation by 2% per year for calendar years 2025 and 2026, with new rates as follows:
• Effective January 1, 2025 the salary for each member of the City Council will be $1,588.78 per month.
• Effective January 1, 2026 the salary for each member of the City Council will be $1,620.56 per month.

At the meeting of July 10, 2024, the City Council by a vote of 3-2 directed that the ordinance be introduced.
FISCAL IMPACT
The Fiscal Year Budget 2024/25 will be adjusted accordingly, and the Fiscal Year Budget 2025/26 will include the approved funds.
RECOMMENDATION
Adopt Ordinance 2021 amending Section 2.08.040 of the Camarillo Municipal Code relating to the salaries of City Councilmembers.
