Camarillo City Council

AGENDA REPORT
Date: August 28, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Groundwater Well Monitoring Services – Professional Services Agreement Amendment

BACKGROUND
In September 2016, the Fox Canyon Groundwater Management Agency (FCGMA) approved the pumping of up to 4,500 acre-feet per year of brackish groundwater for treatment at the North Pleasant Valley Groundwater Desalter (Desalter). The Desalter became operational in January 2023 and is now delivering the full capacity of approximately 3,800 acre-feet per year of treated water into the distribution system.

The FCGMA approval of pumping required a Monitoring and Contingency Plan (MCP) that mandates groundwater monitoring in the Pleasant Valley (PV) Basin. The City oversees reporting on the monitoring results of ten existing wells owned by others, and three triple nested City-owned monitoring wells in the northern PV Basin. Professional groundwater well monitoring services are required to collect necessary data on groundwater levels and water quality parameters to ensure the City’s compliance with the MCP. The collected data is reported annually to FCGMA to assess the Desalter’s effectiveness of salt removal from the groundwater and to monitor groundwater levels.

On October 14, 2020, City Council approved a Professional Services Agreement with Blaine Tech Services, Inc. (Blaine Tech) to monitor groundwater wells and collect data for a three-year term for an amount not to exceed $122,705.16 (Agreement 2020-162), with an option for two one-year extensions.

On September 14, 2023, the City Council approved a first Agreement Amendment extending the term of the agreement for an additional year, from October 14, 2023 to October 14, 2024, in the amount of $43,183 for a total amount not to exceed $165,888.16.

DISCUSSION
The first Agreement Amendment with Blaine Tech will expire on October 14, 2024. Staff recommends approving a second agreement amendment to extend the agreement with Blaine Tech for one additional year to October 14, 2025, in the amount of $43,731 for a total agreement amount of $209,619.16, to continue to monitor groundwater wells and collect data to maintain compliance with the FCGMA MCP. Staff also recommends a contingency in the amount of $6,560 (approximately 15%) for unforeseen additional services if required for a total agreement authorization of $216,179.16.

FISCAL IMPACT
Funds for a Professional Services Agreement Amendment with Blaine Tech for well monitoring services and data collection are included in the Water Utility Fund, Desalter Operations Professional Services Account No. 860-3670-436.32-01.

CEQA DETERMINATIONS
The Professional Services Agreement Amendment is not subject to California Environmental Quality Act review pursuant to Section 15061(b)(3) of the CEQA Guidelines, which exempts from CEQA review projects that clearly have no significant effect on the environment. This agenda item meets the criteria for this exemption because groundwater monitoring does not involve any activities that could have an impact on the environment.

RECOMMENDATION

1. Find the Professional Services Agreement Amendment with Blaine Tech Services Inc. for groundwater monitoring services exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and

2. Authorize the City Manager to execute Agreement Amendment No. 2020-162B with Blaine Tech Services Inc. in the amount of $43,731 for a total agreement amount of $209,619.16, and authorize a contingency in the amount of $6,560 for a total agreement authorization of $216,179.16; and

3. Authorize the City Manager to execute future amendments to the agreement for unforeseen additional services up to the authorized contingency amount.
