Camarillo City Council
AGENDA REPORT
Date: August 28, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Adoption of Resolution Approving the Continuation of the School Resource Officer Program with Oxnard Union High School District
BACKGROUND
Since approximately 1996, the City of Camarillo has provided the Oxnard Union High School District (OUHSD) a School Resource Officer (SRO) program at three high school campuses, Adolfo Camarillo High School, Rancho Campana High School, and Frontier High School, through the City’s agreement with the Ventura County Sheriff’s Department (VCSD) for police services. OUHSD has reimbursed the City 100% of related costs.
SRO’s are integral to the community and the school by building relationships between students and staff, by providing proactive communication between SRO and the school principal on community/school relations, by establishing a Pace and Respect Committee, and overall providing safer schools and immediate campus response times when police services are necessary.
DISCUSSION
Due to the mutually beneficial relationship and positive outcomes, staff recommends continuing the program. At the May 18, 2024, FY 2024-25 Budget Workshop, City staff along with Richard Urias, Deputy Superintendent, requested City Council consider the continuation of the program with cost sharing, OUHSD being responsible for 90% of the program cost ($587,028) and the City contributing 10% ($65,225) per fiscal year.
The City Council requested staff to include this request in the proposed Final Budget for consideration and action by the City Council. The FY 2024-25 Budget was approved by the City Council on June 26, 2024. The proposed Resolution, if adopted by the City Council, records the City Council’s approval and contribution for an ongoing SRO program including a 10% City contribution for a three-year period; authorizes the City Manager to take actions to effectuate the allocation of funds as so approved, including executing any agreements.
