Subject: Waiver Request for Undergrounding Requirements - Chapter 9 of the Camarillo Municipal Code
Dear Members of the City Council,
I am writing to request a waiver from the undergrounding requirements specified in Chapter 9 of the Camarillo Municipal Code for a proposed project by the Pleasant Valley Recreation and Park District (PVRPD). Our request pertains to the development of new pickleball courts at a location adjacent to the Camarillo Airport.
The Pleasant Valley Recreation and Park District (PVRPD) is an independent special district dedicated to serving the residents of Camarillo by providing high-quality programs, parks, and facilities for the community's enjoyment. In response to growing demand from our residents for additional pickleball courts-a sport rapidly gaining popularity nationwide—we have proposed a project to meet this need.
However, due to tight budget constraints, the costs associated with complying with undergrounding requirements or paying the related in-lieu fee would make this project financially unfeasible. If we are unable to proceed, it would prevent the community from accessing a public amenity that has been actively requested and is eagerly anticipated by many Camarillo residents. This project is vital to meet the recreational needs of our community, and we must find a way to make it possible.
Moreover, the proposed site for this project is located at the Camarillo Airport. This location is neither near nor adjacent to residential areas, and it is not within a designated undergrounding district. Given the nature of the airport area and its current zoning, it is highly unlikely that it will be designated as an undergrounding district in the foreseeable future.
Given these pressing concerns, we respectfully request a waiver of the undergrounding requirements for this project. Approving this waiver is essential to moving forward with the development of the pickleball courts, ensuring we meet the community's needs and supporting the continued growth of this rapidly popularizing sport. Without this waiver, the project cannot proceed, and the community may lose out on a highly anticipated recreational amenity.
We appreciate your understanding and consideration of this request. Should you require any additional information or wish to discuss this matter further, please do not hesitate to contact me at 805.482.1996 or [email protected].
Thank you for your attention to this matter.
Sincerely,
Pay Off
