Subject: Road Rehabilitation Project CRASL-5393 (040) (Project No. ST- 5123) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements
BACKGROUND
On November 8, 2023, the City Council adopted Resolution No. 2023-91, finding the Road Rehabilitation Project CRASL-5393 (040) – Project No. ST-5123 (Project) exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Article 19 Categorical Exemptions Sections 15301 Class 1, approving the plans, specifications, notice inviting bids, and authorizing staff to invite bids for the Project.
On January 10, 2024, the City Council awarded a Public Works Contract to Toro Enterprises, Inc. (Toro) for the Project in the amount of $2,265,115 and authorized a contingency in the amount of $340,000 for a total authorization of $2,605,115.
DISCUSSION
The Project provided needed street rehabilitation consisting of asphalt resurfacing/slurry seal and pavement repair work on major roadways including Santa Rosa Road, Daily Drive, and Ponderosa Drive as shown in the Project Location Map (Attachment 1). The City received grant funding in the amount of $885,000 through the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act for the Project.
The Project is complete and Contract Pay Estimate No. 5 (Final) (Attachment 2) to Toro in the amount of $13,188.14 is recommended for this project. The total final cost of this contract is $2,578,826.80.
Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting improvements. The Resolution (Attachment 3) authorizes the Mayor to sign the Notice of

Completion (Attachment 4) and directs the City Clerk to record the Notice with the Ventura County Recorder.
FISCAL IMPACT
Funds for the Road Rehabilitation contract are included in the Capital Improvement Projects Fund, 410-8510-485.92-41 and Project ST-5123.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Contract Pay Estimate No. 5 (Final) to Toro Enterprises, Inc., and authorizing the Mayor to sign the Notice of Completion.
