AGENDA REPORT
Date: September 11, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: North Pleasant Valley Groundwater Desalter – Detention Basin Improvements (Project No. WT-11-01) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements

BACKGROUND
The City of Camarillo’s (City) groundwater desalter facility located in the northeastern portion of the City near the intersection of Las Posas Road and Lewis Road continues to treat and deliver approximately 4 million gallons per day of high-quality potable water to City customers. The stormwater detention and infiltration basin constructed on the desalter site to handle stormwater runoff is separate from the potable water treatment process. The basin did not percolate drainage water at an acceptable rate thereby failing to meet the requirements of Ventura County’s MS4 permit which requires compliance with California Regional Water Quality Control Board Order R4-2010-0108 NPDES Permit No. CAS004002 Waste Discharge Requirements for stormwater discharges from the site. An urgency project was initiated to construct a biofiltration alternative to retrofit the existing stormwater detention basin to achieve NPDES permit compliance.

On December 13, 2024, the City Council ratified a Public Works Contract dated October 9, 2023 with Sam Hill & Sons, Inc. (Sam Hill) for North Pleasant Valley Groundwater Desalter – Detention Basin improvements - Project No. WT-11-01 (Project), in the amount of $692,918 and authorized a contingency in the amount of $104,000 for a total authorization of $796,918; and found the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Article 19 Categorical Exemptions Sections 15301 Class 1.

DISCUSSION
The Project retrofitted the existing stormwater basin to include a biofiltration device, piping, lift station, electrical, fencing and gate, grading, and irrigation improvements. The Project installed a modular filter system and associated appurtenances to treat the stormwater to comply with applicable NPDES permit discharge regulations and

requirements, allowing the stormwater to be discharged offsite. The Project was a required desalter site retrofit, separate from and not a part of the water treatment process.

The Project is complete and Contract Pay Estimate No. 6 (Final) (Attachment 1) to Sam Hill in the amount of $51,902.30 is recommended for this project. The total final cost of this contract is $761,670.53.

Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting improvements. The Resolution (Attachment 2) authorizes the Mayor to sign the Notice of Completion (Attachment 3) and directs the City Clerk to record the Notice with the Ventura County Recorder.

FISCAL IMPACT
Funds for the North Pleasant Valley Groundwater Desalter – Detention Basin Improvements contract are included in the Water Capital Projects Fund, 863-8710- 487.92-41 and 863-8716-487.92-41 and Project WT-11-01.

RECOMMENDATION
