AGENDA REPORT
Date: September 25, 2024
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Wastewater System Generator Replacement (Project No. SS- 5120) – Agreement Amendment for Engineering Design Services

BACKGROUND
The Wastewater System Generator Replacement – Project No. SS-5120 (Project) was added to the 5-Year Capital Improvement Program to replace generators at the Water Reclamation Plant (WRP) and Pump Stations 3 and 5, as shown on the location map (Attachment 1). The Project will provide standby power in case of an emergency or power loss. The design for the generator installation at Pump Stations 3 and 5 is nearly complete and the preliminary design analysis for the WRP generator installation is complete.

On April 24, 2024, Camarillo Sanitary District (CSD) Board authorized the purchase of two stationary standby generators for Pump Stations 3 and 5. The generators and associated equipment have been ordered and are expected to be delivered in late 2024 or early 2025.

DISCUSSION
The project design consultant, Kennedy/Jenks, completed a preliminary design technical memorandum conducting a load analysis of the WRP generators. Based on the findings of the technical memorandum, staff recommends proceeding with modifications to incorporate the existing portable generator onsite into a more permanent configuration, removing the need for a new replacement generator. This solution will result in an overall project cost savings in an amount still to be determined and provide a viable method to facilitate uninterrupted operation of the WRP. Additional design services from Kennedy/Jenks are needed to develop design bid documents for the WRP generator modifications and purchase the necessary transfer switches and related Project equipment.

On October 25, 2023, CSD awarded a professional services agreement to Kennedy/Jenks Consultants, Inc. (Kennedy/Jenks) Agreement No. 2023-11 (Attachment

5), for preliminary design services for the Project in the amount of $278,425 with an authorized contingency in the amount of $42,000 for unforeseen additional services for a total agreement authorization not-to-exceed $320,425. Staff processed a First Amendment (Attachment 4) in the amount of $7,780 and a Second Amendment (Attachment 3) in the amount of $22,788.60 for additional design services for Pump Stations 3 and 5 for a total agreement amount of $308,993.60.

Staff negotiated a scope of services and fee with Kennedy/Jenks and recommends approving a third amendment to Agreement No. 2023-11 with Kennedy/Jenks in an amount not-to-exceed $94,195 for the necessary additional design services (Attachment 2) for a total agreement amount of $403,188.60 and re-establishing the contingency in the amount of $14,130 (approximately 15% of the third amendment amount) for a total agreement authorization of $417,318.60.

FISCAL IMPACT
The agreement amendment and contingency with Kennedy/Jenks will require an appropriation of $108,325 to Camarillo Sanitary District Capital Projects Fund, Account No. 873-8810-488.92-21 and Project SS-5120.
