Camarillo City Council
AGENDA REPORT
Date: September 25, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Kristy Buxkemper, City Clerk
Subject: Conflict of Interest Code Update
BACKGROUND
The Political Reform Act (Government Code Section 87302) requires every local government agency to review its Conflict-of-Interest Code biennially. Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:
1. It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public.
2. It serves as a reminder to the public official of potential conflicts of interest so that the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
Government Code Section 87306 requires every agency to amend its Conflict-of-Interest Code when changes occur which could include the creation of new classifications which are designated filers, the deletion of old positions, and relevant changes to titles or duties assigned to existing classifications. The code should be reviewed periodically to ensure it is up to date and consistent with the Government Code.
Additionally, the designation in the Conflict-of-Interest Code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Statement of Economic Interests (Form 700), which are filed annually by all designated filers.
The City of Camarillo routinely reviews the Conflict-of-Interest Code as required by law and adopts updates as needed to ensure compliance.

DISCUSSION
Since the last Conflict of Interest Code update in 2022, the City has completed a comprehensive Classification and Compensation Study which requires some amendments to the code. Following an internal review of all departments, the list of designated classifications has been updated to include positions which have been added, deleted or changed.
The attached resolution accurately designates all classifications that make, or participate in making, governmental decisions that may have a foreseeable material effect on a filers financial interest and requires full disclosure for all designated positions, including investments, business positions, interests in real property, and source of income including gifts, loans, and travel payments.
The proposed amendments to the Conflict-of-Interest Code designated filers include:
