Camarillo Sanitary District

AGENDA REPORT
Date: October 23, 2024
To: Honorable Mayor and City Councilmembers
Chairman of the Board of Directors
From: Greg Ramirez, City Manager
Greg Ramirez, District Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Approve First Amendment with Dial Security CC/CSD Agreement 2022-29A.

BACKGROUND
Dial Security (Dial) has provided the City with fire monitoring, intrusion detection system equipment and monitoring at City Hall, Camarillo Sanitary District (CSD), Corporation Yard, the North Pleasant Valley Groundwater Desalter (Desalter), and Camarillo Public Library facilities since 2017.

In March 2022, the City and CSD entered into a three-year agreement with Dial (No. 2022- 29) to service City Hall, the Corporation Yard, Camarillo Public Library, CSD (including Pump Stations) and the Desalter in the amount of $56,268 plus $20,000 contingency for a total agreement amount not to exceed $76,268.

DISCUSSION
To enhance coordination and ensure compliance with the City's Purchasing Policy, staff aims to consolidate similar services under a single vendor. Security companies typically use proprietary equipment and software, and due to liability concerns, they may not monitor systems installed by other providers. Continuing our contract with Dial Security avoids the significant costs associated with purchasing and installing new equipment and software that would be necessary if the City switched vendors.

First Amendment for Additional Services and Extension of Time City Facilities: City Hall, Corporate Yard and Camarillo Public Library Staff recommends extending the current security services provided by Dial Security at these facilities and enhancing them with additional security and access control measures. By continuing and expanding our partnership with Dial, Staff aim to improve overall security without the need for new vendors or equipment. The proposed enhancements include:

•Installation of new door controllers with proximity readers •Expanded access controls
•Improved monitoring capabilities
To fund these improvements and the extension of existing services, staff requests additional contingency funds not to exceed $75,000 through the term of the extended agreement.

Camarillo Sanitary District, Water Reclamation Plant
To maintain and enhance the ongoing security services at the Water Reclamation Plant, staff proposes extending the current services provided by Dial Security. Following the vandalism incident on July 6, 2024, the Camarillo Sanitary District (CSD) authorized nightly security patrols at a cost of $1,100 per month. The existing contingency fund of $20,000 will be depleted by November 1, 2024.

By extending our agreement with Dial, Staff will:
•Continue the nightly security patrols
•Implement an enhanced intrusion detection system for the existing buildings and the new office trailer
To continue these services and implement additional security measures, staff is requesting an additional contingency budget not to exceed $80,000 through the term of the amended agreement.

Extension of Agreement Term
Additionally, staff recommends amending Agreement No. 2022-29 with Dial Security to extend the term by one year, from July 1, 2025, through June 30, 2026, at an annual cost of $19,056 as shown in the attached Exhibit A. This extension will ensure uninterrupted security services and support for ongoing and future enhancements.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061 (b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that security services and monitoring is not subject to CEQA review because it can be seen with certainty that there is no possibility that security services and monitoring may have a significant effect on the environment.
