Camarillo Sanitary District

AGENDA REPORT
Date: October 23, 2024
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Lewis Road to Flynn Road Sewer (Project No. SS-14-01) – Award Construction Contract

BACKGROUND
The Camarillo Sanitary District (CSD) plans to construct a new sewer pipeline with the Lewis Road to Flynn Road Sewer – Project No. SS-14-01 (Project). The existing pipeline on Adolfo Road which carries sewer flows from Caltrans State Route 34/Lewis Road to Flynn Road, including a segment under Union Pacific Railroad (UPRR), is deficient, requiring the Project sewer pipeline to be installed in a parallel alignment south of Adolfo Road as shown in the attached Location Map (Attachment 1). The existing pipeline on Adolfo Road will remain in place and will be assessed during the Project for possible future rehabilitation.

On August 28, 2024, the CSD Board of Directors authorized staff to solicit bids for construction of the Project and found the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15302 and 15304.

DISCUSSION
Construction Bids
Staff issued a Notice Inviting Bids on September 7, 2024, for the Project. On October 3, 2024, the District received five (5) bids for construction as shown in the following table:

Name of Bidder $ Bid Amount
Toro Enterprises, Inc.

Oxnard, CA $ 1,861,703
Creative Home dba CHI Construction
Fullerton, CA $ 2,694,380

Pomona, CA $ 2,705,500
J. Vega Engineering, Inc.

Camarillo, CA $ 2,748,292
Blois Construction, LLC
Oxnard, CA $ 2,988,187
Staff reviewed the bid submitted by Toro Enterprises, Inc. (Toro) and all associated forms, investigated the contractor, and has determined Toro to be responsive to the bid solicitation. Therefore, staff recommends awarding a construction contract to Toro in the amount of $1,861,703 (Attachment 2) and authorize a contingency in the amount of $280,000 (approximately 15%) for unforeseen additional work if required, for a total contract authorization of $2,141,703.

Inspection Services
Consultant inspection services are required for the Project. In November 2021, staff advertised a Request for Qualifications (RFQ) and subsequently established a list of qualified consultants to provide various services, including inspection services. Staff selected DCME, Inc. (DCME) to provide the necessary inspection services for the Project.

DCME has significant inspection experience working on similar types of capital projects.

Staff has negotiated a scope of services and fee with DCME and recommends approving a standard professional services agreement with DCME in an amount not-to-exceed $179,800 for inspection services (Attachment 3) and authorizing a contingency in the amount of $27,000 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $206,800.
