Camarillo City Council

AGENDA REPORT
Date: October 23, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Central Avenue Bike Lane (Project No. ST-5102) – Agreement Amendment for Engineering Design Services

BACKGROUND
The Central Avenue Bike Lane – Project No. ST-5102 (Project) will construct new Class II bike lanes on both sides of Central Avenue starting near the Highway 101 interchange and continuing northwest to the Camarillo city limits for approximately 1,700 feet as shown on the Location Map (Attachment 1). The Project will fill a missing gap on Central Avenue from the existing unincorporated Ventura County bike lanes that end at the Camarillo city limits to a connection with the proposed Springville Bike Path. The Springville Bike Path from Central Avenue to Springville Drive is currently under construction as part of the new residential development located just west of Springville Drive and north of the 101 Freeway.

DISCUSSION
On September 28, 2022, City Council awarded Agreement 2022-186 (Attachment 4) with Kimley-Horn and Associates, Inc. (Kimley-Horn) to provide design services for the Project in the amount of $473,243.80 with an authorized contingency in the amount of $71,000 for a total agreement authorization of $544,243.80. In August 2023, a first amendment (Attachment 3) to the agreement with Kimley-Horn was approved in the amount of $35,500 for a total agreement amount of $508,743.80 to provide additional services to support the plan, specification, and estimate package, including the traffic signal design and Caltrans encroachment permit processing.

During design of the Project the stormwater drainage analysis identified that there is a Federal Emergency Management Agency (FEMA) Zone AE floodplain and regulatory floodway area within the Project limits, which is subject to 1% annual chance of flooding, also known as the base flood. Encroachments into the floodway require certification and

analysis demonstrating that the improvements do not increase the flood level during base flood events.

Additional design services from Kimley-Horn are needed to complete the floodplain analyses required to complete design of the Project. Kimley-Horn will perform the additional work described in the attached amendment for an amount not-to-exceed $79,740 (Attachment 2). Staff recommends a Second Amendment to Agreement 2022- 186 for the additional services in an amount not-to-exceed $79,740 for a total agreement amount of $588,483.80 and re-establishing the contingency in the amount of $47,465 (approximately 15% of the second amendment and the remaining contingency from award) for a total agreement authorization of $635,948.80.

FISCAL IMPACT
Funds for a Second Amendment and contingency with Kimley-Horn for additional design services are included in the Capital Improvement Projects Fund budget, Account No. 410- 8510-485.92-21, Project ST-5102.
