RE: ST-5102 Central Avenue Bike Lane Project
FEMA Analysis - Amendment Request #2
Kimley-Horn is presenting this letter proposal to request an amendment to the current contract to allow Kimley-Horn to complete the floodplain analyses required to support the Central Avenue Bike Lanes Project (“Project”).

Background
While advancing the drainage analysis, it was identified that there is a Federal Emergency Management Agency (FEMA) Zone AE floodplain and regulatory floodway area within the project limits, which is subject to 1% annual chance flood, also known as the base flood. Encroachments into the floodway require certification and analysis demonstrating that the improvements do not increase flood levels during base flood events.

After review of the FEMA designations, the City and Kimley-Horn met on 7/2/24 to discuss the scope of work required to complete the floodplain analysis and channel modeling to confirm whether the proposed project improvements increase the FEMA base flood model.

Understanding
Kimley Horn understands that the proposed project improvements along the north side of Central Avenue occur within the FEMA Zone AE floodplain and regulatory floodway, according to Flood Insurance Rate Map (FIRM) Panel 06111C0926E, effective January 20, 2010. FEMA Flood Zone AE and Floodway Areas are designations of a Special Flood Hazard Area (SFHA), subject to inundation by the 1% annual chance flood, also known as the base flood. Zone AE specifically refers to a SFHA where Base Flood Elevations (BFEs) have been determined. The Floodway is the channel of a stream plus adjacent floodplain areas that must be kept free of encroachment so that the 1% annual chance flood can be carried without increases in flood heights. Approximately 690 linear feet of the corridor are within Zone AE, followed by approximately 97 linear feet within the Floodway Area.

Per section 16.34.450 Floodways of the City of Camarillo Municipal Code, encroachments into the floodway are prohibited, unless certification by a registered PE is provided demonstrating that the encroachment does not result in any increase in flood levels during the base flood discharge. kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 National Flood Insurance Program (NFIP) Regulations indicate that this is demonstrated through hydrologic and hydraulic analyses of the proposed encroachment.

Scope of Services
The following Tasks will be performed to support the Project.

Task 3: Floodplain Analysis and Floodplain Evaluation Memo Task 3.1 City Coordination
Kimley-Horn will attend up to two (2) virtual meetings with the City to coordinate this scope of work.

Kimley-Horn will provide the City with updates regarding the status of the effort, and schedule.

Kimley-Horn will prepare up to four (4) additional invoices for the delay in the project schedule due to this effort.

Task 3.2 FEMA Coordination
Kimley-Horn will coordinate with FEMA to obtain FEMA’s effective Hydraulic Engineering Center River Analysis System (HEC-RAS) hydraulic models.

Task 3.3 Existing Conditions Analysis
Kimley-Horn will perform a hydrologic modeling analysis using federal standards and compare the results against peak flow rates in FEMA’s effective HEC-RAS hydraulic models. This hydrologic modeling would use the US Army Corps of Engineer’s Hydraulic Engineering Center Hydrologic Modeling System (HEC-HMS) software to develop hydrographs and peak flow rates for the base flood, 100-year (1% annual) storm event.

Task 3.4 Post-Project Conditions Analysis
Kimley-Horn will Evaluate the existing Base Flood Elevations (BFEs) and spatial floodplain extents using the HEC-RAS software to develop a two-dimensional hydraulic model of the river and calculate BFEs in the study area. This model will be based on the more conservative of modeled peak flow rates, either those from the newly developed HEC-HMS modeling or from FEMA’s effective HEC-RAS models.

1. If the FEMA effective model is a recent 2D HEC-RAS model, then modeling BFEs and the floodplain will only require checking the effective model inputs and duplicating results.

2. If the FEMA effective model is a one-dimensional (1D) model, then a full 2D model may need to be developed to evaluate existing BFEs.

Task 3.5 Floodway Impacts Analysis and Design Modification Kimley-Horn will utilize the Post-Project Conditions Analysis completed under Task 3.4, to analyze the Floodway Encroachment impacts for the post-project conditions to determine the limits of the regulatory floodway and base flood impacts.

Kimley-Horn will evaluate if and to what extent project grading impacts the updated 100-year floodplain and floodway.

1. For the segment of the proposed project within the floodway, this impact must be zero feet of increase to the base flood water surface. Kimley-Horn will assess minor cross-sectional design modifications to the channel and project improvements to obtain an impact of zero CC Agreement 2022-186B

kimley-horn.com 660 South Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 feet increase. If larger design modifications are required, an additional scope of work will be discussed with the City at that time.

2. For the segment of the proposed project within Zone AE, the design must not result in an increase in water surface of the base flood by more than one foot.

A summary of these findings will be compiled in a memo for the City to review. One round of consolidated comments is anticipated on the Draft Floodplain Memo for inclusion in the Final Memo.

A CLOMR MT-2 application is not included as part of this amendment. If a CLOMAR MT-2 application is determined to be required, a separate scope and fee will be discussed with the City at that time.

Deliverables: Draft and Final Floodplain Analysis memo.

Schedule
