AGREEMENT NO. 2022-186A
FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT
This First Amendment to Professional Services Agreement No. 2022-186A (Amendment) effective date of August 22, 2023, is entered into between the City of Camarillo, a general law city and municipal corporation (City), and Kimley-Horn and Associates, Inc., a North Carolina corporation (Consultant), collectively referred to as the Parties.
RECITALS
A. The Parties have entered into a written agreement entitled “City of Camarillo Professional Services Agreement with Kimley-Horn and Associates, Inc. for ST-5102 Central Avenue Bike Lane Design Services” Agreement No. 2022-186 having an effective date of September 28, 2022 (Agreement) to provide for certain professional services in the amount of $473,243.80 as outlined in Exhibit A of Agreement from Consultant.
B. All capitalized terms not defined in this Amendment have the meaning set forth in the Agreement.
C. The Parties desire to modify the Scope of Work in accordance with Section 3.3 of the Agreement.
Section 1. Amendment. The Agreement is amended to add the following:

Processing. See attached Exhibit A, Scope of Services.
Section 2. Compensation and Payment. First Amendment to Professional Services Agreement is for a not-to-exceed amount of $35,500 for a total agreement amount of $508,743.80.
Section 4. Continuation of Terms of Agreement. Except as expressly modified by the terms and provisions of this document, the remaining terms and provisions of the Agreement remain in full force and effect.
THE AUTHORIZED REPRESENTATIVES of the Parties have caused this First Amendment, Agreement No. 2022-186A, to be executed as of the Effective Date. (Signatures on the following page.)

RE: Central Avenue Bike Lanes
Additional Scope of Services; Traffic Signal Design and Caltrans Encroachment Permit The purpose of this letter is to request an amendment to the current contract for Kimley-Horn to provide additional services required to complete the Central Avenue Bike Lanes Project per the City’s direction.
After review of the Preliminary Option, the City provided comments to Kimley-Horn on 3/20/23 to realign the intersection at Central Avenue and Ponderosa Drive. The intersection realignment will require traffic signal modifications. The revisions to the traffic signal will require Kimley-Horn to evaluate the relocation of traffic signal poles, pullboxes, loops, cabinet, and controller to accommodate the intersection modifications. Kimley-Horn will assess whether all signal poles at the intersection will require upgrades.
Additionally, a minor Caltrans Encroachment Permit will be needed for the striping transition into Caltrans Right-of-Way and the “Share the Road” signage north of the 101 NB On-Ramp as exhibited in the approved Preliminary Option.
The following includes the traffic signal design and encroachment permit required scope of services.
Scope of Services
The following Tasks will be performed to provide additional support for the Plans, Specification, and Estimate package for construction.
Task 1: Traffic Signal Design
Task 1.1 Field Review
Kimley-Horn will conduct a field visit to review conduit, pull boxes, traffic signal poles and curb ramps to examine the existing traffic signal equipment and complete an inventory of traffic signal cabinet equipment including photographs of the controller cabinet showing contents front and back.
Task 1.2 Traffic Signal Plans, Specifications, and Estimate Kimley-Horn will utilize the field survey, as-builts street improvements, and traffic signal plans provided by the City for preparation of traffic signal plans, including the modification of (2) existing traffic signal poles and potential relocation of the controller. Kimley-Horn will assess whether all signals at the intersection will require upgrades. The plans will include vehicle detection with a combination of loops (for advanced detection) and video (for limit line detection) per City guidelines.

The plans will be prepared using AutoCAD at 1”=20’ scale and in accordance with the City of Camarillo standards. All conduits shall be replaced with 3” or 4” schedule 80 PVC.
Kimley-Horn will prepare project technical specifications as required in Microsoft Word format for incorporation into the City’s boilerplate and an opinion of probable construction cost in Microsoft Excel format.
Deliverables:The PS&E package will be submitted at three 65%, 95%, and 100% stages of design.
Task 2: Encroachment Permit
Task 2.1 Caltrans Encroachment Permit
Kimley-Horn will prepare a Caltrans Encroachment Permit on behalf of the City. As the improvements within Caltrans Right-of-Way are limited to signage and striping, we assume that Caltrans will require the following items as part of the Encroachment Permit Process.
Permit Engineering Evaluation Report (PEER)
Utility and Right-of-Way Certification
Draft and Final Plans, Specifications and Estimates (Signing and Striping) The team will work with the City to coordinate preliminary reviews of the draft encroachment permit package to obtain Caltrans comments on the submitted items and incorporate changes to gain approval of the proposed design plans from Caltrans. The Encroachment Permit will be required to complete the construction within Caltrans right of way.
