Camarillo Sanitary District

AGENDA REPORT
Date: November 13, 2024
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Sewer Improvements per Sewer System Management Plan (Project No. SS-5043) – Award Construction Contract

BACKGROUND
The City’s 5-year Capital Improvement Program includes a bi-annual rehabilitation project for a portion of Camarillo Sanitary District’s (CSD) sewer collection system infrastructure in accordance with the Sewer System Management Plan (SSMP) for compliance with regulatory requirements as identified in the adopted CSD Wastewater Master Plan. CSD staff performs routine cleaning and inspection of the sewer collection system, identifying any CSD facilities that need to be rehabilitated. The current rehabilitation project, Sewer Improvements per SSMP - Project No. SS-5043 (Project) includes the cleaning and rehabilitation of numerous sewer manholes, and other work as necessary for maintenance of the sewer collection system.

On August 28, 2024, the CSD Board of Directors authorized staff to solicit bids for construction of the Project and found the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15301 Class 1.

DISCUSSION

Staff issued a Notice Inviting Bids on September 7, 2024, for the Project. On October 10, 2024, the District received two (2) bids for construction as shown in the following table:

Toro Enterprises, Inc.

The Base Bid consists of the rehabilitation of 176 manholes. Bid Alternate 1 consists of an additional 70 sewer manholes to be repaired. The total bid submitted by the apparent low bidder, Sancon Technologies, Inc. (Sancon) closely matches the engineer’s cost estimate for the Project of approximately $2,400,000, therefore staff recommends awarding the Base Bid and the Alternate Bid to take advantage of the favorable bid.

Staff reviewed the bid submitted by Sancon and all associated forms, investigated the contractor, and has determined Sancon to be responsive to the bid solicitation. Therefore, staff recommends awarding a construction contract (Attachment 1) to Sancon for the Base Bid in the amount of $1,997,822 and Alternate Bid 1 in the amount of $547,398 for a total amount of $2,545,220, and authorize a contingency in the amount of $381,800 (approximately 15%) for unforeseen additional work if required, for a total contract authorization of $2,927,020.

Inspection Services
Consultant inspection services are required for the Project. In November 2021, staff advertised a Request for Qualifications (RFQ) and subsequently established a list of qualified consultants to provide various services, including inspection services. Staff selected Kennedy/Jenks Consultants, Inc., (Kennedy/Jenks) to provide the necessary inspection services for the Project. Kennedy/Jenks has significant inspection experience working on similar types of capital sewer system projects.

Staff has negotiated a scope of services and fee with Kennedy/Jenks and recommends approving a standard professional services agreement with Kennedy/Jenks in an amount not-to-exceed $333,490 for inspection services (Attachment 2) and authorizing a contingency in the amount of $50,050 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $383,540.

Budget Analysis
The Project construction costs are summarized below:

Construction Contract $ 2,545,220
Construction Contract Contingency $ 381,800
Inspection Services $ 333,490
Inspection Services Contingency $ 50,050

The current FY 2024-2029 Capital Improvement Program (CIP) includes a Project construction budget of $2,500,000 in FY 2025/26.
