be ineligible for the CDRP program. He provided information on the LDRP proposed rebate options, the estimated costs, funding allocations, and related actions to implement the LDRP program.
Assistant City Manager Nichols stated staff would implement Council's direction into the provisions of the LDRP program, including a maximum cap on individual properties, maximum cap on the entire program, and requirements a resident would need to meet before receiving a rebate.
Mayor Trembley recommended additional language to recommendation action No. 5 from the agenda report: "...the City Council can authorize the City Manager, in coordination with the City Attorney, to establish the program. This allows staff to finalize program guidelines, eligibility criteria, and distribution procedures, ensuring the program is legally sound, transparent, and effective in supporting expedited cleanup efforts." He also wanted it to indicate that "The City Council finds that assisting the property owners who are affected with homes damaged through no fault of their own due to a natural disaster, should receive assistance that is of benefit to the City and not a gift of public funds based on public health issue being addressed to avoid debris flows to enable the properties to be rehabilitated." After extensive discussion, the Council supported the full rebate LDRP program and thanked city staff for their work on the program.
MOTION to approve the following recommended actions with amendments to recommended action No. 5 as discussed:
