Camarillo City Council

AGENDA REPORT
Date: December 11, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Administrative Services Director/Chief Innovation Officer
Subject: Blanket Purchase Orders – Authorize the Purchasing Officer to Increase Blanket Purchase Orders for FY 2024/25

BACKGROUND
Blanket purchase orders are issued annually for the purchase of necessary supplies and materials from frequently used vendors on an as needed basis. The City’s Procurement Policy requires City of Camarillo (City) Council and/or Camarillo Sanitary District (CSD) Board approval for cumulative purchases in excess of $30,000 per vendor per fiscal year.

DISCUSSION
The following vendors are used frequently by the Administrative Services Department to support operational needs and one-time projects. Current fiscal year spending with these vendors is estimated to surpass the threshold set by the Procurement Policy requiring City Council and CSD Board approval for the increases.

On October 23, 2024, the City Council approved an amended vehicle replacement schedule pursuant to Advanced Clean Fleets (ACF) regulations and authorizing the purchase of 21 new vehicles before the end of the fiscal year. Increasing the blanket purchase order (BPO) with A-1 Truck and Equipment will allow staff to expedite the time it takes to put these new fleet vehicles into service.

Where feasible, staff is finding opportunities to improve technology and streamline processes. This often involves the purchase of new, small equipment, software and audio-visual components. This fiscal year-to-date, staff has been able to utilize the existing BPO with CompuWave to purchase micro-form factor computers for the new Chamber dais, hardware to expand Wi-Fi access, cloud computing software, and audio- visual components to improve remote meeting capabilities in City conference rooms.

Increasing the BPO with CompuWave allows staff to take advantage of favorable, cooperative pricing, bringing technology upgrades to the City and community more efficiently.

Staff recommends approval to increase the existing BPOs as listed in the following table for the remainder of FY 2024/25:

Funds for the purchase of computer equipment and other supplies and materials are included in the Information Systems Fund, Equipment account 530-5330-453.61-16 budget for the remainder of FY 2024/25.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that supply and material purchases are not subject to CEQA review because it can be seen with certainty that there is no possibility that the supply and material purchases have a significant effect on the environment.

RECOMMENDATION
Authorize the Purchasing Officer to increase the blanket purchase orders for A-1 Truck and Equipment and CompuWave.
