Camarillo City Council

AGENDA REPORT
Date: December 11, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Pleasant Valley Road Bike Lanes – Project No. ST-5006, CML- 5393 (036) – Authorization to Solicit Bids for Construction

BACKGROUND
The Pleasant Valley Road Bike Lanes – Project No. ST-5006, CML-5393 (036) (Project) will widen Pleasant Valley Road by approximately 15 to 20 feet and add striped Class II buffered bike lanes in both directions between Las Posas Road and Fifth Street, as shown on the Project Location Map (Attachment 1). Pleasant Valley Road currently has little to no paved shoulder area causing bicycles to share the travel lane with vehicles. Widening the pavement will allow for the addition of striped Class II bike lanes on both sides of Pleasant Valley Road with a 2-foot rumble strip buffer between the bike and vehicle lanes.

The widened bike lane shoulder area will also provide a recovery area for disabled vehicles to pull over away from the travel lanes. The Project will also improve the existing earthen drainage ditch with concrete drainage features and repave the entire road width.

On July 12, 2017, the City Council authorized staff to advertise a Request for Qualifications (RFQ) for professional engineering design and environmental services for the Project. The RFQ was advertised on March 14, 2018. On July 24, 2019, the City Council authorized the City Manager to execute an agreement for engineering design services with Kimley-Horn and Associates, Inc. (Kimley-Horn) and an agreement for environmental services with Galvin Preservation Associates (GPA Consulting).

On April 13, 2022, the City Council adopted a Resolution approving a Mitigated Negative Declaration (MND) for the subject project in accordance with the California Environmental Quality Act (CEQA) and the City’s CEQA Environmental Guidelines. The Project also has coverage under the National Environmental Policy Act as it is partially funded with federal funds, with a designation of categorical exclusion.

The City has been successful in obtaining $4,649,033 in federal Congestion Mitigation and Air Quality (CMAQ) grant funds for construction of the Project. Caltrans administers the federal CMAQ grant funds and must authorize the Project as meeting all grant

requirements before construction occurs. Additionally, the City received $1,500,000 in Surface Transportation Block Grant Program managed by the Federal Highway Administration.

On April 29, 2024, staff requested funding from Congresswoman Julia Brownley’s office through the Fiscal Year 2025 Congressionally Directed Spending Community Project Funding program. The latest version of the Transportation–Housing and Urban Development appropriations bill approved by the House Appropriations Committee is currently moving through Congress and includes $850,000 for construction of the Project.

Staff anticipates receiving results of the appropriation request by the end of 2024.

The City Council has also reserved $5.5 million dollars of Transportation Mitigation Funding (TMF) for completion of this project.

DISCUSSION
On August 30, 2024, the City received the Authorization to Proceed from Caltrans (E-76) for the construction of the Project. Public Works staff, in collaboration with the project design consultant, Kimley-Horn, have completed the Project Plans and Specifications (Attachment 2), and staff is requesting authorization to solicit bids for construction. Staff will return to City Council with a recommendation to award a construction contract and a professional services agreement for construction management, inspection, and materials testing services for the Project. A resolution approving plans, specifications, and notice inviting bids is attached (Attachment 3).

A Notification of Streambed Alteration was prepared and submitted to California Department of Fish and Wildlife (CDFW) because the Project includes improvements to the existing earthen drainage ditch. CDFW determined that a 1602 Streambed Alteration Permit was required with a permit fee of $64,409.50. To process the permit review and meet grant deadlines, a portion of the total fee of $26,322 was paid on January 23, 2024.

The remaining balance of $38,087.50 was paid on May 24, 2024. Staff is requesting that City Council ratify the payment of the remaining balance to CDFW in the amount of $38,087.50. Regional Water Quality Control Board Clean Water Act Section 401 Water Quality Certification and US Army Corps of Engineers Clean Water Act Section 404 Nationwide Permits are also required and funds for payment of permit fees are included in the Project budget. The permits are currently under review by the various agencies listed above and will be required prior to the start of construction.

The estimated total construction cost including contingency for unforeseen additional work, construction management, inspection and materials testing is approximately $10,500,000.
