User Fee Study 3
EXECUTIVE SUMMARY
NBS performed a User Fee Study (Study) for the City of Camarillo (City), focusing on the Building & Safety Department (Department). The purpose of this report is to present the find ings and recommendations of the various fee analyses performed as part of the S tudy and provide the City with the information need ed to update and establish user and regulatory fees fo r service. Throughout the process, the Study afford ed much effort to ensure that not only are the fees an d charges reasonable and equitable, but that they a lso meet industry standards and uphold the statutory re quirements of the State of California.
California cities, counties, and special districts may impose user and regulatory fees for services an d activities they provide through provisions set fort h in the State Constitution, Article XIII C § 1. Un der this legal framework, a fee may not exceed the reasonabl e cost of providing the service or performing the activity. For a fee to qualify as such, it must rel ate to a service or activity performed at the reque st of an individual or entity upon which the fee is imposed, or their actions specifically cause the local gove rnment agency to perform additional activities. In this in stance, the service or underlying action causing th e local agency to perform the service is either discretiona ry and/or is subject to regulation. As a discretion ary service or regulatory activity, the user fees and r egulatory fees considered in this Study fall outsid e of the definition and statutory requirement to impose gene ral taxes, special taxes, and fees as a result of property ownership.
The City’s main reason for conducting this Study wa s twofold: (1) first, to ensure that existing fees do not exceed the costs of service, and (2) second, to pro vide an opportunity for the City Council to re-alig n fee amounts with localized cost recovery policies.
1.1 Findings
This Study examined user and regulatory fees manage d by the City’s Building & Safety Department, as we ll as the calculation of a General Plan Maintenance an d Technology Fee. The Study identified an estimated $3.3 million in eligible costs for recovery from fe es for service compared to approximately $1.1 milli on the City is currently collecting each year from fees. T he following table provides a summary o f the Study’s results :
Table 1. Report Summary
As shown in Table 1 above, the City is recovering a pproximately 34% of the costs associated with providing user and regulatory fee-related services. Should Council adopt fees at 100% of the full cost recovery amounts determined by this Study, an addit ional $2.2 million in costs could be recovered.

However, Section 2.2.3 later explains, there may be other local policy considerations that support adopting fees at less than the calculated full cost recovery amount. Since this element of the Study i s subjective, NBS provided the maximum potential of f ee amounts at 100% full cost recovery for the City to consider. Once the City Council has reviewed and ev aluated the results of the Study, the City can set fees at appropriate cost recovery levels according to lo cal policy goals and considerations.
1.2 Report Format
This report documents the analytical methods and da ta sources used in the Study, presents findings regarding current levels of cost recovery achieved from user and regulatory fees, discusses recommende d fee amounts, and provides a comparative survey of f ees to neighboring agencies for similar services. T he report is organized into the following sections:
Section 2 - Outlines the general framework, approac h, and methodology of the Fee Study. Sections 3 through 5 - Discusses the results of the cost of service analysis performed by department and/or fee program. The analysis include s: (1) fully burdened hourly rate(s); (2) calculation of the costs of providing service; (3) the cost recovery performance of each fee category; and (4) the staff-recommended fees for pr oviding services. Section 6 - Presents the conclusions of the analysi s provided in the preceding sections. Appendices to this report - Include additional deta ils of the analysis performed and a comparison of the fees imposed by neighboring agenc ies for similar services.

INTRODUCTION AND FUNDAMENTALS
2.1 Scope of Study
The fees evaluated during the Study were specific t o the Building & Safety Department, as well as a st udy of the costs associated with the update, maintenanc e, and implementation of the General Plan documents, policies, and procedures and the recover y of costs associated with technology systems required to issue permits, archive documents, etc. The Study excludes development impact fees, utility rates, and any special tax assessments which fall u nder a different set of statutory and procedural requirements from the body of user and regulatory f ees analyzed in this Study. The Study also excludes facility and equipment rental rates, as well as mos t fines and penalties imposed by the City for viola tions of its requirements or codes. 1
2.2 Methods of Analysis
Three phases of analysis were completed for the Bui lding & Safety Department:
2.2.1 COST OF SERVICE ANALYSIS
This cost of service analysis is a quantitative eff ort that compiles the full cost of providing govern mental services and activities. There are two primary type s of costs considered: direct and indirect costs. D irect costs are those that specifically relate to an acti vity or service, including the real-time provision of the service. Indirect costs are those that support the provision of services in general but cannot be dire ctly or easily assigned to a singular activity or service.
Direct Costs:
Direct personnel costs – Expenses for staff involved in the provision of se rvices and activities to the public. The City outsources Building & Safet y plan check and permitting services to a third-party provider.
Direct non-personnel costs – Discrete expenses attributable to a specific servi ce or activity performed, such as contractor costs, third-party ch arges, and materials used in the service or activity.
Indirect Costs:
Indirect personnel costs – Personnel expenses supporting the provision of ser vices and activities. This can include line supervision and d epartmental management, administrative support within a department, and staff involved in technical support activities related to the direct services provided to the public.
1 According to the California Constitution Article XIII C § 1 (e) (4) and (5), the City is not limited to the costs of service when charging for entrance to or use of government property, or when imposing fines and penalties.
City of Camarillo
User Fee Study 6
Indirect non-personnel costs – Expenses other than labor involved in the provisi on of services. In most cases, these costs are allocated across all services provided by a department, rather than directly assigned to individual fee/rat e categories. Overhead costs – These are expenses, both labor and non-labor, re lated to agency-wide support services. Support services include general administrative services such as City Manager, Finance, Human Resources, etc.
All cost components in this Study use annual (or an nualized) figures, representing a twelve-month cycl e of expenses incurred by the Department in the provisio n of all services and activities City-wide.
Nearly all the fees reviewed in this Study require specific actions on the part of City staff and/or t he City’s contract services provider, Charles Abbott Associat es, Inc. Since labor is the primary underlying fact or in these activities, the Study expresses the full cost of service as a fully burdened cost per labor hour . NBS calculated a composite, fully burdened, hourly rate for the Building & Safety Department. This rate se rves as the basis for further quantifying the average fu ll cost of providing individual services and activi ties.
Determining the fully burdened labor rate requires two data sets: (1) the full costs of service, and ( 2) the number of staff hours available to perform those se rvices. NBS derived the hours available based on th e complete list of all City employees and/or availabl e service hours of its contracted professionals (wh ere applicable).
NBS also assisted in reviewing the staff time for t he services and activities listed in the City’s fee schedule.
Time tracking records for fee programs, when availa ble, can prove useful in identifying time spent providing general categories of service (e.g., divi sion administration, plan review, inspection, publi c information assistance, etc.). However, the City do es not systematically track the service time of act ivities for all individual fee-level services provided. The refore, NBS relied on interviews and questionnaires to develop the necessary data sets of estimated labor time. In many cases, the City and Charles Abbott provided estimates of the average amount of time (i n minutes and hours) it took to complete a typical service or activity considered on a per-occurrence basis.
It should be noted that the development of these ti me estimates was not a one-step process but require d careful review by both NBS and department managers to assess the reasonableness of such estimates.
Based on the results of this review, time estimates were reconsidered until all parties were comfortab le that the fee model reasonably reflected the average service level provided. Finally, the fully burdene d labor rate(s) calculated in earlier steps were appl ied at the individual fee level time estimates, yie lding an average total cost of providing each fee for servic e or activity.
2.2.2 FEE ESTABLISHMENT
The fee establishment process includes a range of c onsiderations, including the following:
Addition to and deletion of fees – The Study provided the Building & Safety Departme nt with the opportunity to propose additions and deletions to their current fee schedules, as well as re-name, re-organize, and clarify which fees were t o be imposed. Many of these fee revisions allowed for better adherence to current practices, as well as the improvement in the calculation, application, and collection of the fee s owed by an individual. Some additions to the fee schedule were simply the identification of existing services or activities performed for which no fee is currently charged.
City of Camarillo
User Fee Study 7
Revision to the structure of fees – In some cases, the focus was to re-align the fee amount to match the costs of service and leave the current st ructure of fees unchanged. However, in several cases, fee categories and fee names had to be simplified or re-structured to increase the likelihood of full cost recovery or to enhance the fairness of how the fee is applied to the various types of fee payers.
Documentation of the tools used to calculate specia l cost recovery – The City’s fee schedule should include the fully burdened hourly rate devel oped by the Study. Documenting this rate in the fee schedule provides an opportunity for the City Council to approve rates for cost recovery under a “time and materials” approach. It also provides clear publication of the rate so that all fee payers can readily reference the ba sis of any fee amounts. The fee schedule should provide language that supports special forms of cost recovery for activities and services not included in the adopted master fee sch edule. In these rare instances, published rates are used to estimate a flat fee or bill on an hourly basis, which is at the department director’s discretion.
2.2.3 COST RECOVERY EVALUATION
The NBS fee model compares the existing fee for eac h service or activity to the average total cost of service quantified through this analysis. Here are the possible outcomes of the fee analysis:
Cost recovery rate of 0% - This signifies that ther e is currently no current recovery of costs from fee revenues (or insufficient information avai lable for evaluation). Cost recovery rate of 100% - This means that the fe e currently recovers the full cost of service.
Cost recovery rate between 0% and 100% - This indic ates partial recovery of the full cost of service through fees.
Cost recovery rate greater than 100% - This means t hat the fee exceeds the full cost of service. User fees and regulatory fees should not e xceed the full cost of service.
In all cases, the cost recovery rate achieved by a fee should not be greater than 100%. In most cases, imposing a fee above this threshold could change th e definition of the charge from a cost of service b ased fee to a tax which has other procedural requirement s, such as ballot protest or voter approval.
NBS assisted with modeling the “recommended” or “ta rget” level of cost recovery for each fee, established at either 100% or any amount less than the calculated full cost of service. Targets and recommendations reflect discretion on the part of t he agency based on a variety of factors, such as existing City policies and agency-wide or departmen tal revenue objectives, economic goals, community values, market conditions, level of demand, and oth ers.
A general method of selecting an appropriate cost r ecovery target is to consider the public and privat e benefits of the service or activity in question, su ch as:
To what degree does the public at large benefit fro m the service? To what degree does the individual or entity reques ting, requiring, or causing the service benefit?
City of Camarillo
User Fee Study 8
When a service or activity benefits the public at l arge, there is generally little to no recommended f ee amount (i.e., 0% cost recovery), reinforcing the fa ct that a service which truly benefits the public i s best funded by general resources of the City, such as re venues from the General Fund (e.g., taxes). Convers ely, when a service or activity wholly benefits an indiv idual or entity, the cost recovery is generally clo ser to or equal to 100% of cost recovery from fees collected from the individual or entity.
In some cases, a strict public-versus-private benef it judgment may not be sufficient to finalize a cos t recovery target. Any of the following factors and c onsiderations may influence or supplement the publi c- versus-private benefit perception of a service or a ctivity:
If optimizing revenue potential is an overriding go al, is it feasible to recover the full cost of service?
Will increasing fees result in non-compliance or pu blic safety problems? Are there desired behaviors or modifications to beh aviors of the service population helped or hindered through the degree of pricing for the acti vities? Does current demand for services support a fee incr ease without adverse impact to the community served or current revenue levels? In othe r words, would fee increases have the unintended consequence of driving away the populati on served? Is there a good policy basis for differentiating be tween the type of user (e.g., residents vs. non-residents, residential vs. commercial, non-prof it entities, and business entities)? Are there broader City objectives that merit a less than full cost recovery target from fees, such as economic development goals and local social values? NBS provided the cost of service calculation based on 100% full cost recovery and the framework for th e City to adjust the amount of cost recovery in accor dance with its broader goals as they pertain to cod e compliance, cost recovery, economic development, an d social values.
2.2.4 COMPARATIVE FEE SURVEY
Appendix B presents the results of the Comparative Fee Survey for the City. Policy makers often reques t a comparison of their jurisdictional fees to those of surrounding or similar communities. The purpose of a comparison is to provide a sense of the local marke t pricing for services, and to use that information to gauge the impact of recommendations for fee adjustm ents.
In this effort, NBS worked with the City to choose seven comparative agencies – cities of Moorpark, Oj ai, Oxnard, Santa Barbara, Simi Valley, Thousand Oaks, and Ventura. It is important to keep the following in mind when interpreting the general approach to, and use of, comparative survey data:
Comparative surveys do not provide information abou t cost recovery policies or procedures inherent in each comparison agency.
A “market-based” decision to price services below t he full cost of service calculation is the same as deciding to subsidize that service.
Comparative agencies may or may not base their fee amounts on the estimated and reasonable cost of providing services. NBS did not perform the same level of analysis of the comparative agencies’ fees.
The results of comparative fee surveys are often no n-conclusive for many fee categories.
Comparison agencies typically use varied terminolog y for the provision of similar services.
City of Camarillo
User Fee Study 9
NBS made every reasonable attempt to source each co mparison agency’s fee schedule from their respective websites and compile a comparison of fee categories and amounts for the most readily comparable fee items that match the City’s existing fee structure.
2.2.5 DATA SOURCES
The following data sources were used to support the cost of service analysis and fee establishment pha ses of this Study:
The City’s Adopted Budget for Fiscal Year 2024-25
A complete list of all City personnel, salary/wage rates, regular hours, paid benefits, and paid leave amounts
A complete list of all current contract staff rates and proposed contract service positions provided by Charles Abbott
Prevailing fee schedules
Annual workload data provided by the Building & Saf ety Department The City’s adopted budget serves as an important so urce of information that affects the cost of servic e results. NBS did not audit or validate these financ ial documents and budget practices, nor was the cos t information adjusted to reflect different levels of service or any specific, targeted performance benchmarks. This Study accepts the City’s budget as a legislatively adopted directive describing the m ost appropriate and reasonable level of City spending. NBS consultants accept the City Council’s deliberat ive process and the City’s budget plan and further asse rt that through this legislative process, the City has yielded a reasonable and valid expenditure plan to use in setting cost-based fees.

BUILDING & SAFETY DEPARTMENT
The Building & Safety Department provides a number of services including permitting, inspection and pl an check services for the City. The Department ensures that all construction in the City of Camarillo is built to the most current Building, Mechanical, Electrical a nd Plumbing Code. Most of the day to day Building & Safety services are provided contractually by Charl es Abbott Associates, Inc.
3.1 Cost of Service Analysis
NBS calculated the total estimated annual cost of s ervices provided by the Building & Safety Departmen t, segregated by those costs that are eligible and/or targeted for recovery in fees for service and those that require another funding source other than fees. The costs recoverable through fees were also translate d into a fully burdened hourly rate for purposes of i ndividual fee calculations. Table 2 summarizes the outcomes of the analysis:
Table 2. Fully Burdened Hourly Rate
The Building & Safety Department incurs a total ann ual cost of approximately $2.7 million, of which approximately 74% is eligible and/or targeted for r ecovery from fees. The results of the cost of servi ce analysis identified approximately $2 million in cos ts eligible for recovery from Building & Safety fee s for service with the remaining $708,000 recommended for recovery through funding sources with than Building & Safety fees. All subsequent cost of serv ice calculations at the individual fee level assume s a fully burdened hourly rate of $146 .
Based on interviews with Department staff, the anal ysis segregated the total cost of services into two primary services categories: (1) All Other Division Support; and, (2) Direct Permitting Services - Bui lding. In order to clarify the underlying costs and assumptio ns used to calculate the fully burdened hourly rate , here is a summary of the descriptions for each cost category:

All Other Division Support – City Staff activities not related to the adminis tration, or management of third-party contractors for outsource d Building & Safety plan review and inspection services. These activities are related t o other City department support and therefore are not targeted for recovery in Building & Safety fees for services. Direct Permitting Services - Building – Work activities associated with City staff’s administration and management of third-party contra ctors for outsourced Building & Safety plan review and inspection services, as well as thi rd-party contract services. 100% of these costs are recoverable through Building & Safety fee s for service.
3.2 Fee Establishment
The Building & Safety Department’s fee schedule und erwent a complete transition from a construction valuation-based fee calculation methodology to a ca lculation methodology dependent on square footage and occupancy classification. Additionally, the Dep artment identified numerous minor common permit types, such as re-roof, walls and signs, etc. not a ssociated with larger building permits, which can b e charged as a flat fee amount and not be based on a square footage/occupancy classification calculation .
The proposed refinement in fee structure is consist ent with refinements being made by jurisdictions throughout the State. While many agencies still suc cessfully use a construction valuation-based fee calculation methodology, many agencies are moving t oward fee structures that function similar to the one currently proposed. The rationale is that this type of fee structure results in fees that represen t a clearer connection between the service provided and the fee collected.
Section 2.2.2, Methods of Analysis – Fee Establishment , provides additional discussion on the Study’s approach to adding, deleting, and revising fee cate gories.
3.3 Cost Recovery Evaluation
Appendix A presents the results of the detailed cos t recovery analysis of fees for the City’s Building & Safety Department. In the Appendix, the “Cost of Se rvice per Activity” column establishes the maximum adoptable fee amount for the corresponding service identified in the “Fee Name” list.
Currently, the Department is recovering approximate ly 48% of the total cost of providing services from fees. As Table 3 shows, the City collects approxima tely $1.1 million per year in revenue at the curren t fee amounts. At full cost recovery and the same demand level for these services, the City would recover approximately $2.3 million.
Table 3. Cost Recovery Outcomes
NBS provided a full cost of service evaluation and the framework for considering fees, while the City determined the appropriate cost recovery levels at or below full cost amounts.

The “Rec’d Fee” column in Appendix A displays the C ity staff’s initial recommended fee amounts. Based on this information, the staff recommends that all fees recover 100% of the costs of providing service s with the exception of all fees capped by the State such as Photovoltaic (Solar) fees set by Government Code 66015. These initial recommendations for adjus ted fee amounts are projected to recover approximately 97% of the total costs of providing f ee-related services, assuming the demand for servic es remains the same.

GENERAL PLAN FEE
It is common for jurisdictions in California to emp loy “surcharges” on top of their fees for service t o fund certain types of operational support costs. Common surcharges charged by California public agencies on top of development permits include those for update and maintenance of the general plan document, as well as update and maintenance of permitting techno logy needs. Surcharges are generally assessed as a percentage of fees or some other metric such as pro ject construction value. Surcharge revenues are tracked to a separate fund and are designated solel y for the purpose of updating and implementing the General Plan document.
The City of Camarillo updates its General Plan on a routine basis. This Plan helps to guide the growth of the community in a consistent manner. Government Co de 66014 (b) allows local agencies to, “…include the costs reasonably necessary to prepare and revis e the plans and policies that a local agency is req uired to adopt before it can make any necessary findings and determinations”. This section of the Government Code supports the development of a fee to recover a reasonable share of costs associated with the update and maintenance of the General Plan.
2 4.1 Cost of Service Analysis
Most cities perform a comprehensive update of their General Plan on a ten to twenty year cycle. In ord er to ensure funding is available for the significant costs associated with comprehensive updates, the Ci ty estimated a need for approximately $2.5 million in consulting costs. Additionally, Planning staff supp orts the implementation and ongoing maintenance of the G eneral Plan and associated Zoning Code updates.
As shown in the table below, the estimated annual c osts of a comprehensive general plan update and its associated implementation is $347,534.
Table 4. Annual General Plan Update Costs
The City’s General Plan provides the key plans, pol icies, and legal parameters required for developmen t project approval. However, it is recognized that th e General Plan has other applications for the City’ s use in continuing to serve its existing residents and b usinesses. For purposes of a reasonable fee calcula tion, each jurisdiction’s policy makers must decide to wh at degree new development impacts the revision and maintenance efforts for their General Plan. For jur isdictions with large amounts of undeveloped land available, the impact is typically higher than for jurisdictions that are closer to “build-out” of ava ilable

land resources. As such, Community Development staf f estimated approximately $222,534 of those costs are attributable to development review approvals.
4.2 Fee Establishment
To implement a fee for recovery of general plan mai ntenance and update costs, the Department and Council should agree upon a desired cost recovery t arget for this program, to be captured on top of Building and Planning fees related to new construct ion and additions projects only.
To establish the cost recovery target, the degree t o which development impacts the revision and maintenance efforts to the General Plan must be est imated. For jurisdictions with large amounts of undeveloped land available or considerable amounts of intensification of development occurring, the impact is typically considered higher than for juri sdictions that are closer to “build-out” of availab le land resources or development capacity. This fee should apply to projects with the largest relative impact on the maintenance, update, and use of the City’s Gene ral Plan, and the remaining unfunded amount would be subsidized by other City revenue sources such as the general fund for the general community benefit received from the plan, as well as for the use of t he Plan by other departments such as public safety and utilities.
The following table presents four options for fee a mounts based on 100%, as well as stages of less tha n 100% recovery of General Plan costs on top of selec ted Building and Planning fees for services.

TECHNOLOGY FEE
Routine maintenance and investment in the City’s la nd management software and systems are key in promoting efficient development approval and proces sing services. The basic premise behind implementation of a Technology Fee is that technolo gy fee revenues are tracked to a separate fund and are designated solely for the purpose of digital im aging, storage of plans and documents, and technolo gy maintenance, update and replacements to enhance cus tomer service.
5.1 Cost of Service Analysis
As part of this study NBS analyzed the basis and fe e amount for the technology fee. According to the City’s Finance and Information Technology departmen ts, the following table identifies the technology improvement investments targeted for funding from f ee revenues:
Table 7. Periodic Replacement Costs
As shown, the City’s cost estimate for the permitti ng system’s replacement and on-going software licensing and maintenance is approximately $957,000 every one to five years, which calculates to an average replacement cost per year of approximately $745,000.
5.2 Fee Establishment
The main users of the permitting system for develop ment review include the Building, Planning, and Public Works fee programs. The following table show s the projected annual eligible permit fee revenue, per department, that the technology fee would apply to and shows the options for implementation of a revised Technology Fee either at, or below, the 100 % estimated cost recovery amount.

Table 8. Annual Eligible Permit Fee Revenue
It should be noted that calculation of the fee will be affected by the actual fee-setting action deter mined by the local decision making authority. The table a bove assumes a calculation based on annual projecte d recommended fee revenue amounts, which may increase or decrease significantly based on Council’s action related to this study’s results.
Based on the ratio of annual funding needs for the permitting system and the estimated revenue to be collected for eligible projects, to recover 100% of the costs for maintaining and replacing the City’s land management software system, a 14.44% fee would need to be applied to eligible projects. Should the Cit y recommend a cost recovery level less than 100%, the table above also provides the fee amount at varied recovery levels.
5.3 Cost Recovery Evaluation
The City does not currently charge a Technology Fee . At full cost recovery the City would recover approximately $745,000.
Table 9. Cost Recovery Outcome
NBS provided a full cost of service evaluation and the framework for considering fees, while the City determined the appropriate cost recovery levels at or below full cost amounts. Staff’s initial recommendation is to recover 100% of the total cost s.

User Fee Study 18
CONCLUSION
Based on the outcomes of the Cost of Service Analys is, Fee Establishment, and Cost Recovery Evaluation presented in this Study, the proposed Master Fee Sc hedule has been prepared by the City for implementation and included in the Department’s Sta ff Report.
As discussed throughout this report, the intent of the proposed fee schedule is to improve the City’s recovery of costs incurred to provide individual se rvices, as well as adjust fees where the fees charg ed exceed the average costs incurred. Predicting the a mount to which any adopted fee increases will affec t City revenues is difficult to quantify. For the nea r-term, the City should not count on increased reve nues to meet any specific expenditure plan. Experience w ith the revised fee amounts should be gained first before revenue projections are revised. However, un less there is some significant, long-term change in activity levels at the City, proposed fee amendment s should enhance the City’s cost recovery performance over time, providing it the ability to stretch other resources further for the benefit of the public at-large.
The City’s Master Fee Schedule should become a livi ng document, but handled with care:
A fundamental purpose of the fee schedule is to pro vide clarity and transparency to the public and to staff regarding fees imposed by the City. On ce adopted by the City Council, the fee schedule is the final word on the amount and method in which fees should be charged and supersedes all previous fee schedules. If it is dis covered that the master document is missing certain fees, those fees will eventually need to be added to the master fee schedule and should not exist outside the consolidated, master f ramework. The City should consider adjusting these user fees and regulatory fees on an annual basis to keep pace with cost inflation. For all fees and cha rges, for example, the City could use a Consumer Price Index adjustment that is applied to the new fee schedule. Conducting a comprehensive user fee Study is not an annual requi rement, and only becomes worthwhile over time as shifts in organization, local practice s, legislative values, or legal requirements result in significant change.
As a final note, it is worth mentioning the path th at fees, in general, have taken in the State of Cal ifornia. In recent years, there is more public demand for the p recise and equitable accounting of the basis for governmental fees and a greater say in when and how they are charged. It is likely that into the futur e, user and regulatory fees will require an even great er level of analysis and supporting data to meet th e public’s growing expectations. An agency’s ability to meet these new pressures will depend on the leve l of technology they invest in their current systems. Co ntinuous improvement and refinement of time trackin g abilities will greatly enhance the City’s ability t o set fees for service and identify unfunded activi ties in years to come.
