ENVIRONMENTAL SERVICES OVERVIEW
Michael Baker is recognized as an innovative and strategic partner in the preparation and processing of environmental documents and supporting technical studies. Michael Baker has successfully completed environmental documents in compliance with CEQA and the National Environmental Policy Act (NEPA) for numerous public agency clients. We have prepared environmental documents for virtually any type of project the City of Camarillo may encounter, from land development entitlement projects to long-range plans and programs to public works and capital improvement projects. Likewise, we have prepared virtually all forms of CEQA documentation, including project- and program-level Environmental Impact Reports (EIRs), Initial Studies, Negative/Mitigated Negative Declarations (ND/MNDs), Exemptions, Sustainable Communities Environmental Assessments (SCEAs), and various forms of streamlined CEQA reviews.

Michael Baker staff members have served as environmental coordinators for multiple prominent cities, overseeing those cities’ compliance with all aspects of CEQA, from document preparation and review to citywide CEQA training programs. As a result, Michael Baker’s staff has extensive experience conducting third-party review of CEQA documents, designing and conducting CEQA training programs, and developing standard city environmental templates and guidelines.

We also have the in-house capability to prepare a variety of technical studies to support CEQA/NEPA documents, including air quality analyses, greenhouse gas (GHG) assessments, health risk assessments, historic and cultural resources surveys, noise analyses, transportation analyses, biological resources assessments/natural environment studies, jurisdictional delineations, Phase I

2 Environmental Site Assessments, water supply assessments, hydrology and drainage studies, and visual impact analyses. Michael Baker offers a full range of services related to sustainability, energy efficiency, and climate change mitigation and adaptation. Michael Baker can develop programs to reduce and track GHG emissions while planning for adaptation and resiliency to the inevitable effects of climate change.

Additionally, our environmental staff is complemented by in-house community facilitation and engagement specialists, as we recognize that the credibility of the environmental process is critical to the credibility of the reports themselves. Michael Baker has extensive experience working on controversial projects in politically active communities, and our planners are skilled at presenting complex environmental documents to public audiences and decision-making bodies. As such, we are highly adept at responding to comments, both in writing and during public meetings/hearings.

Moreover, when working with such cities and communities, we regularly strategize with our clients on potential issues and develop approaches to minimize risks and potential pitfalls.

Michael Baker also coordinates regularly with various state and federal regulatory agencies, both during the environmental process and in acquiring regulatory permits/approvals for our clients.

Agencies with which we routinely work that bear most relevance to the City of Camarillo include the California Department of Fish and Wildlife, the Regional Water Quality Control Board, the California Department of Transportation (Caltrans), the California Office of Historic Preservation, and the US Army Corps of Engineers.

units, up to 4,850 square feet of ground-floor,
neighborhood-serving commercial uses, and associated
parking, open space, and landscaping improvements, on
an approximately 5.75-acre site. The proposed residential units would comprise a mix of housing types, including
market-rate apartments and townhomes and affordable
apartments reserved for low-income residents. Within the project vicinity, regional and local bus services are
provided by the Ventura County Transportation
Commission and Gold Coast Transit District. Given the project’s uses, density, and proximity to transit, it is considered a Transit Priority Project per Senate Bill 375 and is eligible for streamlined CEQA analysis pursuant to Section 21155 of the Public Resources Code.

South Seaward Avenue Corridor Study
Michael Baker is assisting the City of Ventura with
preparation of a circulation study along South
Seaward Avenue. The South Seaward Avenue
corridor currently experiences multimodal
transportation challenges and will continue to
experience additional transportation needs in the
future, given the planned land use changes in the
area. Accordingly, Michael Baker is developing a
circulation study that can provide a holistic approach
to understanding and addressing the corridor needs
for all users.

The proposed project is intended to provide the City
with a comprehensive list of transportation
improvements by evaluating and documenting the

Town Center Specific Plan EIR
Michael Baker prepared a Program EIR for
the proposed Town Center Specific Plan,
which is a long-range land use plan that
establishes the City’s vision for a 111-acre
area as a regional destination incorporating
a balanced mix of uses. The Town Center
Specific Plan also creates a plan that is
consistent with the City’s General Plan and
implements the Housing Element. The Draft
Program EIR analyzed three buildout
scenarios that combine commercial and
service opportunities with a new residential environment that creates a more livable and pedestrian oriented space. The full buildout scenario for the Town Center Specific Plan anticipates a net increase of up to 2,229 residential units and 482,595 square feet of nonresidential space, including a reconfiguration of the Valencia Town Center Mall, offices, retail, restaurants, hotel and convention space, and civic uses.

Shadowbox Studios Project EIR
Michael Baker prepared an EIR for the Shadowbox
Studios Project, which involved the construction and
operation of a 94-acre full-service movie and
television studio campus. The project will be
Shadowbox Studios’ second campus and represents
its entrance into the Los Angeles filming market, after developing its first campus in Atlanta, GA, which has
provided studio space for various content production
companies including Disney, Universal, Sony, Warner
Brothers, and HBO. The proposed campus consists of
approximately 1.34 million square feet of indoor
studio uses in addition to outdoor filming areas/lots.

The proposed indoor spaces consist of 20 stages comprising 487,000 square feet, 579,000 square feet of supportive warehouse uses, 235,000 square feet of office uses, and approximately 40,000 square feet of catering and other specialty uses.

development of up to 498 residential units in
four planning areas. A multiuse path would link
the project site to the future Metrolink Vista
Canyon Station to the east and the Vista Canyon
Specific Plan Project to the north while connecting various private amenities throughout the site, including park nodes, open space, a central clubhouse, and a playground. Given the project’s density and proximity to a major transit stop, it is considered a Transit Priority Project per Senate Bill 375 and is eligible for streamlined CEQA analysis pursuant to Section 21155 of the Public Resources Code. The project required a General Plan Amendment, Zone Change, adoption of the MetroWalk Specific Plan, Tentative Tract Map 83087, Development Review Permit, and an Architectural Design Review.

Via Princessa Park IS/MND
Michael Baker prepared an IS/MND
for Via Princessa Park, which
