AGENDA REPORT
Date: January 22, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Reservoir Coatings (Project No. WT-5044) – Agreement Award for Engineering Design Services

BACKGROUND
The Reservoir Coatings – Project No. WT-5044 (Project) was added to the 5-Year Capital Improvement Program to remove the existing internal and external reservoir coatings, make necessary repairs to corroded metal structure and supports, and apply new coatings, as required. The reservoirs will be cleaned, and inspections will be performed to assess the condition of the coatings and quantify the scope of necessary repairs for Water Reservoirs 1, 2, 3, and 4, as shown in the Location Map (Attachment 1). Reservoirs 5 and 6 are concrete tanks that do not have nor require coatings, but the interior will be cleaned and inspected. A seismic evaluation will also be conducted for all six of the reservoirs to determine if any modifications are necessary which would be scheduled during the coating effort, while the tanks are out of service.

DISCUSSION
In November 2021, staff advertised a Request for Qualifications (RFQ) and subsequently established a list of qualified professional engineering consultants to provide various services for Water and Wastewater Capital Projects, including engineering design services. Staff selected Kennedy/Jenks Consultants, Inc., (Kennedy/Jenks) from the list of pre-qualified consultants to provide the necessary design services for the Project.

Kennedy/Jenks is qualified to provide the necessary professional engineering services for the Project, specifically they have the resources and team necessary to evaluate reservoir coatings and structural seismic compliance.

Staff negotiated a scope of services and fee with Kennedy/Jenks and recommends approving a standard professional services agreement with Kennedy/Jenks in an amount not-to-exceed $164,523.20 for engineering services (Attachment 2) and authorizing a contingency in the amount of $24,700 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $189,223.20.
