Camarillo City Council

AGENDA REPORT
Date: January 22, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Wash Water Recovery Unit Cover Addition (Project No. MC-2024- 3) – Award Construction Contract

BACKGROUND
In early 2023, the City’s North Pleasant Valley Groundwater Desalter facility received approval from California Division of Drinking Water (DDW) to deliver the treated water to City customers. A follow up requirement of the DDW approval is to add a cover to the open-top treatment tank that recovers and recycles wash water from the pressure filter backwash process.

The Wash Water Recovery Unit Cover Addition – Project No. MC-2024-3 (Project) will install an aluminum panel cover, including equipment enclosures, vents, and related work to prevent storm water intrusion into the wash water recovery treatment tank as required by DDW.

On October 9, 2024, the City Council authorized staff to solicit bids for construction of the Project and found the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15301 Class 1.

DISCUSSION
Staff issued a Notice Inviting Bids on October 19, 2024, for the Project. On November 21, 2024, the City received one (1) bid for construction as shown in the following table:

FISCAL IMPACT

RECOMMENDATION

1. Authorize the City Manager to execute Public Works Contract No. 2025-1 with Estate Design and Construction in an amount not-to-exceed $318,000, and authorize a contingency in the amount of $47,700, for a total authorization of $365,700; and

2. Authorize the City Manager to execute future contract change orders to the contract with Estate Design and Construction for unforeseen additional work up to the authorized contingency amount.

REFERENCE MATERIALS – AVAILABLE FOR REVIEW AT CITY HALL None
Although the City only received one bid, the bid submitted by Estate Design and Construction closely matches the engineer’s construction cost estimate of $330,000 for the Project. Based on staff’s analysis, the low bidder turnout was associated with the high percentage of specialty work for this relatively small capital project. Staff reviewed the bid and all associated forms, investigated the contractor, and determined Estate Design and Construction to be responsive to the bid solicitation. Therefore, staff recommends awarding a construction contract (Attachment 1) to Estate Design and Construction in the amount of $318,000, and authorize a contingency in the amount of $47,700 (approximately 15%) for unforeseen additional work if required, for a total contract authorization of $365,700. Construction oversight and inspection services will be managed by a combination of City staff and on-call consultant construction inspection services.
