RESOLUTION NO. 2025-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

CAMARILLO, CALIFORNIA, ADOPTING A SCHEDULE OF FEES,

HOURLY RATES, AND EQUIPMENT CHARGES FOR VARIOUS

CITY SERVICES AND PERMITS
The City Council of the City of Camarillo (“City”) resolves as follows:

SECTION 1. Findings. The City Council finds as follows:

A. It is necessary to amend the fees for various services and permits in order to make the charges more commensurate with the actual costs to the City.

B. Based on the staff report accompanying this Resolution, which is incorporated as part of this Resolution, the fees established and revised by this Resolution do not exceed the estimated reasonable cost of providing the services for which the fee is charged and in fact, in many cases are less than the actual cost of services.

SECTION 2. Adoption of Fees.

A. The City Council adopts the fees set forth in attached Exhibit “F”, which is incorporated by reference, for the Department of Building and Safety.

B. The City Council adopts the fees set forth in attached Exhibit “G”, which is incorporated by reference, for the General Plan Maintenance and Technology Surcharges.

SECTION 3. Appeal Fees. Fees for appealing administrative decisions have been incorporated into the varied Exhibits described in Section 2. Any previous resolution or ordinance that purports to establish appeals fees other than as set forth herein is hereby superseded.

SECTION 4. Existing Violations. The repeal, whether express or implied, of any City regulation herein will not have the effect of releasing or extinguishing any penalty, forfeiture, or liability previously incurred, or of precluding prosecution and imposition of penalty with respect to any violation having occurred before the effective date of this Resolution. Any such regulation will be treated as remaining in full force and effect for the purpose of sustaining any proper action or prosecution for the enforcement of such penalty, forfeiture, or liability, or any prosecution and imposition of penalty with respect to any violation having occurred before the applicable effective date of this Resolution.

SECTION 5. Conflicts with Earlier Resolutions. To the extent any provision of this Resolution is incompatible or varies with any resolution previously adopted, this Resolution will take precedence, and all earlier resolutions will be interpreted to harmonize with and not change this Resolution.

SECTION 6. Effective Date. Any new development-related fees or increases to current development-related fees would become effective 60 days following action, while reductions and new or increased non-development-related fees would become effective immediately.

A. The following fees will be effective July 1, 2025:

Exhibit F: Building & Safety – All fees.

Exhibit G: General Plan Maintenance and Technology Surcharges.

SECTION 7. CEQA Exemption. The City Council finds that the setting or revising of fees pursuant to this Resolution is exempt from environmental review under Cal. Pub.

Res. Code § 21080(b)(8), which provides an exemption for the establishment or modification of charges by public agencies that the public agency finds are for the purpose of meeting operating expenses. Based on the record as a whole, the establishment or modification of fees, rates, or other charges pursuant to this Resolution is entirely for the purpose of meeting operating expenses in that none of the recommended fees or fee increase would recover more than one hundred percent of the cost incurred by the City to deliver the service provided.

SECTION 8. That the City Clerk is directed to certify the adoption of this Resolution.

PASSED AND ADOPTED January 22, 2025.
