State Constitution. A fee may not exceed the estimated reasonable cost of providing the service or performing the activity. It is the intent of the City to collect user fees for services provided to the public, where applicable. User fees will be reviewed and updated annually to ensure that they keep ce with the cost of providing the service. User fees will be calculated annually, via the Master Fee Schedule, which would reflect an adjustment fi ny year over year change in Labor Cost. GENERAL PLAN MAINTENANCE SURCHARGE
The City of Camarillo's General Plan helps to guide the growth of the community in a consistent manner. The fee recovers a share of costs associated with the update and maintenance of the General Plan. This surcharge applies to fees listed in Exhibit 4, and all residential and commercial building permit and plan check fees except for nonresidential alterations/improvements and residential alterations (nonstructural) in Exhibit F.

TECHNOLOGY SURCHARGE
The Technology Fee covers routine maintenance and
investment in the City's land management software and
systems, which promotes efficient development approval and processing services. This surcharge applies to all fees listed in Exhibits A, B, and F.
