Camarillo City Council
AGENDA REPORT
Date: February 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Second Amendment to Professional Services Agreement with Peckham and McKenney to conduct recruitment services
BACKGROUND
The City has worked with Peckham & McKenney for professional consulting services on several executive level recruitments, including for roles such as Department Directors and Managers. This firm has played a key role in recruiting for significant positions, including the City Manager, City Clerk, Director of Community Development, Director of Administrative Services – Chief Innovation Officer, and Assistant Director of Finance.
With over 20 years of experience in executive search for local government agencies across the Western United States, Peckham & McKenney is a well-established, reputable firm known for successful, long-term placements, especially in small and medium-sized communities in California. The firm is well-versed in the unique challenges and needs of local governments, leveraging extensive experience in various city services. Their approach is tailored to each city's specific needs, values, and culture, focusing on attracting qualified and diverse candidates.
On August 11, 2023, CC Agreement 2023-132 was awarded to Peckham & McKenney to conduct an executive recruitment for a fixed, all-inclusive fee of $27,000. On October 11, 2023, a First Amendment 2023-132A to the agreement was approved to conduct additional recruitments for an inclusive fee of $54,000 for a total agreement amount of $81,000.
DISCUSSION
Current organizational changes, voluntary resignations and retirements, have created vacancies in several key positions, including those in executive management. With Peckham and McKenney’s established relationship and extensive experience in nationwide executive recruitment, staff recommends a second amendment to extend their agreement through June 30, 2025. This extension will allow the timely initiation of recruitment for key positions and provide staff with additional time to complete the RFQ process, which is expected to begin within this fiscal year.

1 1
The fee for an executive recruitment can vary widely with the average cost of $25,000 to $30,000 per recruitment. Their recruitment services come with an all-inclusive fee that covers professional services, advertising, administrative fees, and partial or full background checks for recommended candidates. Their search process is customized for each project and typically includes the following steps: project organization, development of the candidate profile, recruitment, preliminary interviews, candidate recommendations and finalist selection, finalist interviews, and background checks.
Given the current staffing changes, number of vacancies, and the specialized nature of some positions, staff is requesting an additional $55,000 to increase the total contract amount from $81,000 to $136,000. This increase will cover additional recruitment services for key vacant positions. The funding is expected to cover approximately two full-service recruitment efforts.
FISCAL IMPACT
An appropriation of $55,000 for executive recruitment services in City Manager/Human Resources Division Account No. 101-1601-418.32-52 from General Fund Unassigned Fund Balance is required.
