AGENDA REPORT
Date: February 26, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carrie Weal, Interim City Clerk
Subject: City Council Policy 1.01 – City Council Reorganization, Committees, and Appointments
BACKGROUND
City Council Policy 1.01 provides guidelines for reorganization of Camarillo City Council, Sanitary District, Library Board, and Community Development Commission, and for appointment to City Council committees and outside organizations.
On January 23, 2025, the Policy Committee reviewed the proposed amendments and forwarded the items for City Council’s review and adoption.
DISCUSSION
Staff recommends amendments to Policy 1.01 to address the date for the Reorganization meeting and to update several sections to reflect current practices.
The City of Camarillo consolidates its elections with the Ventura County Elections Division. The Ventura County Elections Division is required to certify the vote no later than 30 days after the election. Historically, the results have been provided to the Camarillo City Clerk on the day before or on day of the reorganization meeting. During the 2024 Presidential Election, urgency legislation (AB 3184) was passed to prohibit the elections official from certifying the results prior to the 28th calendar day. This date would have been after the first Wednesday of the month.
Elections Code 10263(b) provides the timing for declaring the results in a consolidated election shall be no later than the next regularly scheduled city council meeting, or at a special meeting, following the canvas of returns.
Staff recommends revising the policy to state the Reorganization meeting will occur in non-election years on the regular meeting in December; and in election years to occur no

later than the next regularly scheduled City Council meeting or, if not feasible, a special meeting, following the certification of the vote by Ventura County Elections Division, in order to declare the results and install newly elected officials.
The other proposed revisions include the updates to the Standing City Council Committees, the Meeting Schedule, the Council Committee Summary of Actions, and the Outside Organizations to reflect current appointments, descriptions, and practices.
