Rate Study Process
6 What Makes Up Rates
Proposed Rates
Water and Sewer rate adjustments are needed to:
8 Process Background
• Rates must balance cash needs for current operations as well as future capital/infrastructure needs
• City historically adopts rates every two years
• New proposal would change that to four years
• Last rate study suggested that rates would need to
increase
• Current study confirms the need for increases

and Sewer Fees
City Council/Camarillo Sanitary District Board
February 26, 2025
Proposition 218
• Approved and adopted by voters on November 5, 1996
• In July 2006, the California Supreme Court ruled that utility rates like water and sewer are subject to Proposition 218
• As a result, these fees may not be imposed or increased without a 45-day mailed notice of the proposed rate increase to all property owners
• Majority protest proceeding in which silence is consent AB 2257
• Enacted in September 2024
