Camarillo City Council

AGENDA REPORT
Date: March 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: David Sanchez, Community Development Director Subject: Proposed Substantial Amendments to the FY 2024/2025 and FY 2020/2021 CDBG Annual Action Plans

BACKGROUND
The City receives Community Development Block Grant Entitlement funds (CDBG EN) each year from the US Department of Housing and Urban Development (HUD) to provide services to the low- and moderate-income community. In addition to the entitlement funds (CDBG EN) received annually, in March 2020 the City received a one-time allocation of CDBG Coronavirus (CDBG CV) funds through the CARES Act.

In order to receive CDBG Entitlement funds or CDBG Coronavirus funds, the City must have an adopted five-year Consolidated Plan. The City’s adopted 2020/2024 Regional Consolidated Plan is in effect until June 30, 2025. The City is also required to develop an Annual Action Plan which outlines the intended uses of that year’s available CDBG funds.

The intended uses of CDBG Entitlement funds are outlined in the FY 2024/25 Annual Action Plan. The intended uses of CDBG Coronavirus funds are outlined in the FY 2020/21 Annual Action Plan.

Each AAP is a well-considered plan for utilizing that year’s CDBG allocation. However, HUD allows amendments to the Annual Action Plan considering changes in the needs of the community, the availability of other funds, costs and availability of materials or resources, and a variety of other situations. Proposed amendments to an Annual Action Plan are defined as either minor or substantial based on the criteria in the City’s CDBG Citizen Participation Plan. Staff are proposing a change to FY 2024/25 Annual Action Plan and to FY 2020/21 which meet the criterium for a Substantial Amendment.

DISCUSSION
The selected projects which will be affected in the proposed Substantial Amendments are outlined below.

PROPOSED SUBSTANTIAL AMENDMENT
The following Substantial Amendments to FY 2024/25 Annual Action Plan and FY 2020/21 Annual Action Plan are proposed:

FY 2024/2025 Annual Action Plan (CDBG Entitlement Funds) The Affordable Housing Acquisition project originally proposed in FY 2024/25 Annual Action Plan is not feasible at this time due to a lack of units available for purchase. Further, the City has identified $64,941.92 in prior year unallocated CDBG Entitlement funds which Proposed Substantial Amendments to FY 2024/25 and 2020/21 Annual Action Plans March 12, 2025

are available to be allocated as part of this Substantial Amendment. Staff therefore propose the following Substantial Amendment to FY 2024/25 Annual Action Plan:
•Reduce the funding for the Affordable Housing Acquisition project to $0. •Allocate the $117,700 released from the Affordable Housing Acquisition project and $64,941.92 in prior year unallocated CDBG Entitlement funds to the Transitional Homes Acquisition project, bringing the Transitional Homes Acquisition project funding to $300,341.92.

FY 2020/2021 Annual Action Plan (CDBG Coronavirus)
The original CDBG CV contracts with Lutheran Social Services (LSS) and the Society of St. Vincent de Paul (SVDP) expired in September 2024. St. Vincent de Paul was able to expend the full contract amount of $30,000. LSS ended their contract with $17,453.70 in unspent funds and does not believe they will be able to use those funds even if a contract extension were granted. St. Vincent de Paul has expressed confidence that if allocated the $17,453.70 in unspent funds they will be able to successfully provide the same services to low- and moderate-income residents impacted by the pandemic. Staff therefore proposes the following Substantial Amendment to FY 2020/21 Action Plan. •Execute a contract with the Society of St. Vincent de Paul for $17,453.70 in unspent CDBG Coronavirus funds to serve low- and moderate-income residents who continue to be impacted by the pandemic.
