SUBSTANTIAL AMENDMENT
to the
City of Camarillo
2024-2025 Annual Action Plan and 2020-2021 Annual Action Plan BACKGROUND: The City of Camarillo is a n Entitlement jurisdiction for Community Development Block Grant (CDBG) funds received annually from the Department of Housing and Urban Development (HUD). In addition to the entitlement funds (CDBG EN) received annually, in 2020 the City received a one-time allocation of CDBG Coronavirus (CDBG CV) funds through the CARES Act passed by Congress in March 2020.

Each year the City is required to develop an Annual Action Plan which outlines the intended uses of that year’s available CDBG funds. The intended uses of CDBG EN funds available in 2024-2025 are contained in the 2024- 2025 Annual Action Plan. The intended uses of CDBG CV funds are contained in the 2020-2021 Annual Action Plan. PROPOSED SUBSTANTIAL AMENDMENT : The City has identified Projects originally proposed in the 2024- 2025 Annual Action Plan and in the 2020- 2021 Annual Action Plan which should be amended in order to best serve the needs of the low- and moderate-income community.
2024-2025 CDBG EN Funding
The City has determined that t he Affordable Housing Acquisition project is not feasible at this time due to a lack of units available for purchase. The City has also determined that Transitional Homes Acquisition project will require more funding than originally anticipated in the 2024-2025 Annual Action Plan. Further, the City has identified $64,941.92 in prior year unallocated CDBG EN funds which are available to be allocated to a CDBG project as part of this Substantial Amendment. The City therefore proposes the following Substantial Amendment to the 2024-2025 Annual Action Plan:
• Reduce the funding for the Affordable Housing Acquisition project to $0 • Allocate the $117,700 released from the Affordable Housing Acquisition project, and $64,941.92 in prior year unallocated CDBG EN funds to the Transitional Homes Acquisition project , bringing the Transitional Homes Acquisition project funding to $300,341.92
The City is confident that this change will best serve the low- and moderate-income residents of Camarillo.
2020-2021 CDBG CV Funding
The original contracts with Lutheran Social Services (LSS) and the Society of St. Vincent de Paul (SVdP) for CDBG CV funds expired in September 2024. SVdP was able to expend the full contract amount of $30,000. LSS ended their contract with $17,453.70 in unspent funds and does not believe they will be able to use those funds even if a contract extension were granted. SVdP has expressed confidence that they will be able to use the $17,453.70 in unspent funds to successfully provide the same services to low- and moderate- income residents impacted by the pandemic. The City therefore proposes the following Substantial Amendment to the 2020-2021 Action Plan.
• Execute a contract with the Society of St. Vincent de Paul for CDBG CV funds in the amount of $17,453.70 to serve low- and moderate-income residents who continue to be impacted by the pandemic.

The City is confident that this change will best serve the low- and moderate-income residents of Camarillo.

PUBLIC OUTREACH: On February 8, 2025, the City published a notice of the availability of the proposed Substantial Amendment to the FY 20 24-2025 and the 2020- 2021 Annual Action Plans, the 30-day public comment period, and the Public Hearing to be held before the City of Camarillo City Council on March 12, 2025.
