BACKGROUND
In accordance with Government Code section 65400, the City prepared the 2024 General Plan Annual Progress Report (“annual progress report”) to inform the California Department of Housing and Community Development (HCD), the Governor’s Office of Planning and Research (OPR), the City Council, the Planning Commission, as well as the public, of the status of the General Plan and the City’s achievements in implementing the various goals and objectives of the General Plan.
DISCUSSION
Government Code section 65400 requires the City to prepare an annual progress report on the status of the General Plan and progress in its implementation. The annual progress report covers each element of the General Plan, which includes the mandatory Land Use, Open Space and Conservation, Housing, Circulation, Noise, and Safety elements; and Camarillo Urban Restriction Boundary (CURB), Recreation, and Community Design optional elements.
As required by HCD, the annual progress report for the Housing Element provides a detailed status of the housing production activity relative to the City’s share of the 2021- 2029 Regional Housing Needs Assessment (RHNA) allocation. The City must use the forms and definitions adopted by HCD, which now tracks residential projects at all stages of development, from initial application to final Certificate of Occupancy. The attached annual progress report provides information for the 2024 calendar year and must be submitted separately to both HCD and OPR, on or before April 1, 2025.
This report was received and filed by the Planning Commission on March 18, 2025. There was no discussion regarding this item.

FISCAL IMPACT
There is no budget impact as a result of this action.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that the 2024 General Plan Annual Progress Report is not subject to CEQA review because it can be seen with certainty that there is no possibility that the 2024 General Plan Annual Progress Report may have a significant effect on the environment. The 2024 General Plan Annual Progress Report is merely for informational and reporting purposes, it is a compilation of data that has no direct or significant effect on the environment.
RECOMMENDATION
Receive and file the 2024 General Plan Annual Progress Report.
