Camarillo City Council

AGENDA REPORT
Date: April 9, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Police Facility Interior Lighting Upgrades (CH-5137) – Award of Contract to ABM Electrical and Lighting Solutions, Inc.

BACKGROUND
In September 2022, California lawmakers passed AB-2208, which set the effective dates for prohibiting the sale or distribution of fluorescent lighting technologies, also known as compact fluorescent bulbs (CFLs). As of January 1, 2024, screw-base and bayonet-base CFLs are no longer allowed for sale in California and as of January 1, 2025, pin-base CFLs are also prohibited.

In October 2023, the City Council approved the Sustainability Master Plan for Municipal Operations (SMP) which focuses on greening City operations, transitioning to clean energy, modernizing infrastructure, and enhancing transportation systems. The SMP identified priority measures and actionable projects to achieve the goals of the plan. One such action was to implement building lighting retrofits to transition from current manual, fluorescent lights to motion-detector activated LED lights with daylight harvesting to auto- adjust based on the amount of daylight coming into the Library, Police facility, and City Hall. This is also in line with the State’s action to prohibit CFLs.

In 2024, the City completed a lighting retrofit project at the Library to replace existing CFLs with light emitting diode (LED) lights that are controlled by motion sensors and daylighting (e.g. controlled used of natural light in and around buildings).

In January 2025, the City received approval for a $129,470 equipment rebate voucher through the Energy Efficiency and Conservation Block Grant Program (EECBG). The funding, which represents the City's full formula-based allocation under the program, will offset costs for installing LED lighting and energy-efficient controls.

DISCUSSION
Lighting retrofits for City Hall are planned to be phased and incorporated into the future City Hall Renovation (CH-5082) capital improvement project, leaving the Police facility as the SMP’s next identified City facility for lighting upgrades. After several meetings and site walks with City staff and Sheriff personnel, it was identified that several energy efficiency improvements could be implemented, including replacing interior and exterior fixtures and lighting at the Police facility. These upgrades support the City’s sustainability goals and ensure compliance with the State’s phase-out of CFLs (AB-2208). City staff have completed the project design and engineering, and installation will be carried out through a cooperative purchasing agreement through Sourcewell.

Staff solicited proposals for the replacement of both interior and exterior lighting fixtures and recommend awarding the lighting upgrades project at the Police facility to ABM Electrical and Lighting Solutions, Inc. (ABM), utilizing Sourcewell Contract No. #CA-R8- E-101723-AEL, which is administered by Gordian on behalf of Sourcewell. As Sourcewell’s contract administrator, Gordian supports procurement coordination, cost validation, and compliance with cooperative purchasing requirements. The contract amount is $541,868.57, with a 20% contingency of $108,374 for unforeseen conditions, bringing the total project award to $650,242.57.

FISCAL IMPACT
Funds for Police facility lighting upgrades are included in the FY 2024/25 Capital Improvement Projects Fund budget in the amount of $589,800. However, an additional appropriation of $60,443 in Account No. 410-8610-486.92-41 and Project CH-5137 from available Capital Improvement Projects Fund Balance is required.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that Police facility lighting upgrades project is not subject to CEQA review because it can be seen with certainty that there is no possibility that the Police facility lighting upgrades project may have a significant effect on the environment.

RECOMMENDATION

1. Find Police facility lighting upgrades project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3).

2. Authorize the City Manager to execute Agreement No. 2025-18 with ABM for energy efficiency improvements at the Police facility in the amount of 541,868.57 with a contingency amount of $108,374, for a total authorized agreement amount not-to-exceed $650,242.57; and
