Camarillo City Council

AGENDA REPORT
Date: April 9, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Review and Establish the FY 2025/26 Strategic Plan – City Council Goals and Objectives and Review Project Prioritization

BACKGROUND
On February 12, 2025, at the City Council Special Meeting and as part of the City Council Strategic Plan, staff provided a progress memorandum of the current Fiscal Year’s action strategies. City Council and staff discussed the planning of FY 2025/26 City Council Goals and Objectives with the focus of reflecting Council expectations and directives in the goals and objectives, and realigning project and programs with the Strategic Plan.

The Strategic Planning Session serves as the structure for confirming City Council’s vision and evaluating, refining, and/or adding Goals, Objectives, and setting annual priorities. The Strategic Plan is the fundamental policy document from which staff builds work plans and project plans and identifies resources necessary to fulfill Council’s expectations. The proposed strategic plan refines and strengthens some existing Goals and Objectives, adds new Goals and Objectives, and others are recommended for deletion (Attachment 1). Due to numerous changes, City Council is asked to review this document as a newly proposed plan, rather than treating it as a revised document, provide feedback, and approve the FY 2025/26 Strategic Plan-Goals and Objectives.

City Council also received a presentation on the proposed Major Project Prioritization model that prioritizes projects in seven different Asset Categories, with the same prioritization factors, however, the weights of those factors vary between asset categories. The purpose of the exercise is to ensure that all projects are aligned with City Council’s values, goals, objectives, and priorities. The exercise also allows us to assign resources to the highest priority projects when/if those resources, staffing or financial, may be scarce. It also provides us the road map for other resource management, such as prioritizing federal and state funding requests.

DISCUSSION
Strategic Plan
City Council’s consideration of the proposed DRAFT FY 2025/26 Strategic Plan-City Council Goals and Objectives (Attachment 1) is requested. The Plan includes significant revisions in the form of additions and deletions, as well as revised language to achieve consistency with City Council’s expectations and direction. The following are some key changes:

Added Goals and Objectives to strengthen Core Values
▪Public Safety and Emergency Resilience
▪Technology and City Facilities
▪Natural Resource Infrastructure Management
▪Sustainability and Environmental Stewardship
▪Employee Relations (added objectives to existing goal) Combined Goals and Objectives and delete duplication
▪California State University Channel Islands moved to Intergovernmental Relations ▪Move Community ReDevelopment under Land Use and Transportation, and add Transit
▪Move existing or modified public safety objectives under newly proposed Goal ▪Add major Current and Active Action Strategies.

City staff seeks City Council’s feedback and direction on the proposed draft Plan, including additions, deletions, and/or revisions of goals, objectives, and/or action strategies.

Prioritization Matrix
An overview of the prioritization matrix was also provided to City Council, discussing the need for City Council’s prioritization of Major Projects, defined as projects of approximately $100k and more involving infrastructure projects in the asset areas of:

Facility Infrastructure, Housing Projects, Public Safety, Sanitary and Storm Drain Assets, Technology, Transportation & Circulation Assets, Water Enterprise Assets. Projects costs and resource needs tend to be significant and typically compete for similar funds. Major Projects typically have one-time costs but may require ongoing maintenance costs once developed or installed.

The purpose of the prioritization exercise is to ensure that all projects are aligned with Council’s values, goals, objectives, and priorities. The exercise also allows staff to assign resources to the highest priority projects when/if those resources, staffing or financial, may be scarce. This process provides the road map for other resource management, FY 2025/26 Council Goals and Objectives

such as prioritizing federal and state funding requests. Once the weighted matrix is approved, prioritization of projects will be applied on annual basis, and similarly reported to City Council for verification before being added to the budget.

At this City Council meeting, staff will present a list of the top priority projects, as the outcome of the matrix applied for each asset category. Staff seeks to confirm City Council’s expectation of the top projects. At a subsequent City Council meeting, staff will present project updates, costs, and funding information on these top projects.

Staff is seeking input from the City Council on the matrix and prioritization for a submittal of a future final draft.
