Subject: Stormwater Trash Compliance (Project No. SD-5032-1) – Adopt a Resolution Approving Final Pay Estimate and Accepting
Improvements
BACKGROUND
The Stormwater Trash Compliance – Project No. SD-5032-1 (Project) consisted of the manufacturing and installation of 267 full capture trash devices within existing storm drain catch basins and standpipes throughout the City of Camarillo. These devices are certified by the State Water Board and accepted as part of the City of Camarillo’s Full Capture Systems (FCS). The full capture trash devices are needed to meet municipal and statewide stormwater permit requirements.
On June 12, 2024, the City Council adopted Resolution No. 2024-39, finding the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Article 19 Categorical Exemptions Sections 15303 Class 3, approving the plans and specifications, and proceeding with construction of the project; and awarded a Public Works Contract to Downstream Services, Inc. for the Project, in the amount of $838,897 with a contingency of $126,000 for a total contract authorization of $964,897.
DISCUSSION
The Project was deemed complete on February 11, 2025, and Final Pay Estimate No. 7 (Attachment 1) to Downstream Services, Inc. in the amount of $38,064.36 is recommended for this project. The total final cost of this contract is $821,537.
Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting the improvements. The Resolution (Attachment 2) authorizes the Mayor to sign the Notice of Completion (Attachment 3) and directs the Interim City Clerk to record the Notice with the Ventura County Recorder.

FISCAL IMPACT
Funds for the Stormwater Trash Compliance contract are included in the Capital Improvement Projects Fund, Account No. 410-8510-485.92-41 and Project SD-5032.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 7 to Downstream Services, Inc.; and authorizing the Mayor to sign the Notice of Completion.
