Camarillo Sanitary District

AGENDA REPORT
Date: April 23, 2025
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Ammonium Hydroxide – Pricing Agreement CSD 2025-3

BACKGROUND
Ammonium hydroxide is used at the Camarillo Sanitary District (CSD) Water Reclamation Plant to aid in the disinfection process to destroy and inhibit the growth of microorganisms, including bacteria and viruses, in wastewater. CSD uses approximately 20,000 gallons of ammonium hydroxide per year.

DISCUSSION
On February 8, 2025, staff advertised a Notice Inviting Bids in the Camarillo Acorn and posted on the City of Camarillo PlanetBids portal Specification CP-2024-5 for the purchase of ammonium hydroxide, for a two-year pricing agreement starting July 1, 2025, with the option to extend the pricing agreement for an additional one-year period. In addition, the agreement allows for a price increase adjustment for the extension of the agreement, based on the cost-of-living increase measured by the February Consumer Price Index for All Urban Consumers (CPI-U) Los Angeles.

On February 28, 2025, staff received four bids uploaded to the City of Camarillo PlanetBids portal as shown in the table below:

Name of Bidder Price Per Gallons
Univar Solutions USA LLC, Kent, WA
(Submitted a notification to decline bidding) Declined to Bid Hill Brothers Chemical Company, Brea, CA $1.25
Blue Angel International LLC, Berkeley, CA $2.61
TR International Trading Company, Edmonds, WA $5.32

Staff recommends the approval of a Pricing Agreement with Hill Brothers Chemical Company at a rate of $1.25 per gallon, exclusive of any applicable taxes, for the period July 1, 2025, through June 30, 2027. Additionally, staff recommends approval to authorize the District Manager to execute a subsequent agreement amendment for FY 2027/28 for a rate based on the cost-of-living increase measured by the February Consumer Price Index for All Urban Consumers (CPI-U) Los Angeles. Staff estimates the annual purchase of ammonium hydroxide will average $25,000, exclusive of any applicable taxes.

FISCAL IMPACT
Funds for the Pricing Agreement for ammonium hydroxide will be included in the FY 2025/26 Proposed Budget in the Camarillo Sanitary District Fund, Chemicals Account No. 871-3740-437.61-61.

CEQA DETERMINATIONS
Staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines that the Hill Brothers Chemical Company Pricing Agreement for ammonium hydroxide is not subject to CEQA review because it can be seen with certainty that there is no possibility that the Pricing Agreement for ammonium hydroxide may have a significant effect on the environment. The activity of services is limited to the purchase of ammonium hydroxide.

RECOMMENDATION

1. Find the Pricing Agreement with Hill Brothers Chemical Company exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)3 of the State CEQA Guidelines; and

2. Authorize the District Manager to execute CSD Agreement No. 2025-3 with Hill Brothers Chemical Company for the purchase of ammonium hydroxide at the cost of $1.25 per gallon, exclusive of any applicable taxes, for the period July 1, 2025, through June 30, 2027; and

3. Authorize the District Manager to execute a subsequent agreement amendment for Fiscal Years 2027/28 for the purchase of ammonium hydroxide at a rate not- to- exceed the cost-of-living increase measured by the February Consumer Price Index for All Urban Consumers (CPI-U) Los Angeles.
