Camarillo Board of Library Trustees
AGENDA REPORT
Date: April 23, 2025
To: Honorable President and Trustees
From: Greg Ramirez, City Manager
Submitted by: Mandy Nasr, Camarillo Public Library Director Subject: Library Board of Trustees Policy 13.01 – Code of Conduct Policy
BACKGROUND
The Camarillo Public Library prides itself in creating a comfortable and safe environment for all. Currently, any community member can visit and sit in any public space, including the Children and Young Adult areas. These youth areas were designed for minors and their families to utilize the space for learning and enjoyment. Library staff recommend a more proactive approach to safety in these spaces to ensure that the spaces are being utilized by the people and the use for which they are intended.
DISCUSSION
Nearby public libraries including Los Angeles Public Library, Santa Barbara Public Library, and Santa Clarita Public Library have addressed unaccompanied adults in youth spaces in their Code of Conduct policies. These policies state that adults without accompanying minors present can access and browse youth collections, but are prohibited from loitering and/or sitting in these spaces. After reviewing these policies, and conferring with the City Attorney, staff recommends adopting a policy that prohibits adults from loitering and/or sitting in spaces designated for youth, but allows adults to access youth collections if accompanied by a minor, if seeking a reasonable accommodation, or by requesting permission from staff. Adults in violation of this policy and those not granted permission will be asked to relocate to another section of the library.
