Camarillo City Council

AGENDA REPORT
Date: April 23, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Productivity Booster Agreement No. 2025-24 – RideCo US, Inc.

BACKGROUND
On November 6, 2023, the Ventura County Transportation Commission (VCTC), as the Regional Transportation Planning Organization, requested proposals from qualified firms to implement and administer a Paratransit, General Public Dial-A-Ride (DAR), and Microtransit scheduling and dispatch platform for Ventura County transit operators. The Proposing vendors were required to offer a cloud hosted system that supplied an on- demand environment for managing and supporting the interested parties’ paratransit, general purpose dial-a-ride and Microtransit operations. The City of Camarillo (City) participated in the countywide effort to select a vendor.

On June 12, 2024, VCTC awarded a five-year agreement to RideCo US, Inc. (RideCo). for the on-demand scheduling software solution, to be paid for by VCTC.

On August 5, 2024, the City went live with the RideCo on-demand software solution. In addition to serving as the City’s trip planning software program, the platform allows passengers to directly schedule, view and cancel rides through an online booking site and mobile application if they choose.

DISCUSSION
RideCo offers premium features known as Productivity Boosters for their software program. The features are guaranteed to enhance the quality of service experienced by the City, passengers and drivers. The features offered are real-time driver alerts, frequency variation and scheduling optimization.
•The real-time driver alerts dashboard enables dispatchers to monitor drivers’ behaviors and actions that may need to be modified to improve the quality of service to passengers.

•Frequency variation optimizes the availability of rides, continuously improves ride sharing rates, thereby increasing vehicle occupancies and improving overall system capacity and efficiency.
•Scheduling optimization develops the most efficient ride schedules based on real time data, improving productivity and lowering operating costs.

The Productivity Boosters were not part of RideCo’s original proposal and subsequent agreement with VCTC. Consequently, costs associated with utilizing the Productivity Boosters are not covered by VCTC. Any agency that desires to use the Productivity Boosters must cover the costs directly and establish an agreement with RideCo (Attachment 1). Additionally, during the implementation of the on-demand software program, Camarillo Area Transit (CAT) was in the process of re-designing the CAT logo and a temporary CAT logo was used for the booking site and mobile application (App) marketing. Staff has since redesigned and implemented the new logo and intends to replace the temporary logo with the new CAT logo. This will require redeployment of the CAT App.

Staff recommends an agreement with RideCo for the Productivity Boosters and to replace the CAT logo within the App. The monthly cost for the Productivity Boosters is $1,600 with an annual cost of $19,200 for years 2 through 5, and the CAT logo replacement is a one-time fee of $4,000. In addition, staff recommends authorization of a contingency in the amount of $16,000 for unforeseen additional expenses. The total cost for the term of the agreement is not to exceed $100,000.

FISCAL IMPACT
Funds for the Productivity Booster Agreement are available in Transit Fund 810-3801- 438.32-01. The total Year 1 (May 2025 – June 2025) cost for the productivity booster and logo replacement is estimated to be $7,200.

CEQA DETERMINATIONS
Staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines that the RideCo Productivity Booster Agreement is not subject to CEQA review because it can be seen with certainty that there is no possibility that the Agreement may have a significant effect on the environment. The activity is a continuation of services and is designed to enhance the existing on-demand software solutions platform.

RECOMMENDATION

1. Find the Agreement for Productivity Boosters exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and

2. Authorize the City Manager to execute Agreement No. CC-2025-24 with RideCo US, Inc. for Productivity Boosters for a five-year term for an amount of $84,000; and authorize a contingency in the amount of $16,000 for a total authorized agreement amount not to exceed $100,000.
