Proposed Zoning Ordinance
Amendments
Camarillo City Council
April 23, 2025

SB 477 – Reorganization of ADU Law
•Reorganization of ADU Law into a new chapter in the
Government Code
•Updates to the Municipal Code to correctly reference the new location in the Government Code
SB 1211 – Accessory Dwelling Units
• Prohibits the City from requiring replacement of uncovered parking spaces demolished because of ADU construction
• Allows up to eight detached ADUs to be created on a lot with an existing multifamily dwelling, provided that the number of ADUs does not exceed the number of existing units
SB 1123 – Ministerial Subdivisions
•Ministerial subdivisions of 10 units or less on qualifying residentially zoned lots
•Proposed redlines adopt state law by reference but
restrict the development of ADUs on lots created as a
result of a ministerial 10-unit subdivision
SB 450 – Urban Dwelling Units
• SB 450 strengthens and amends state law relating to SB 9 (Urban Lot splits)
• Prohibits the City from imposing objective zoning,
subdivision, or design standards on urban dwelling unit developments that do not apply uniformly to development within the R-1 Zone.

Objective Design Standards
•The City is increasingly limited in its ability to apply non- objective standards to housing projects
•The proposed update would establish objective design
standards to ensure the City’s ability to impose design standards on residential projects
AB 2904 – ZOA/Zone Change Noticing
•Public hearing notices for changes in zone, general plan amendments, or zoning ordinance amendments must
now be provided at least 20 days in advance of a
Planning Commission Meeting
•The proposed redlines would change the City’s noticing requirements to reflect this
Letter From HCD
•The City received a letter from HCD in March directing additional changes to the City’s ADU Ordinance
•In response to HCD’s letter, additional changes were
made to the proposed redlines to directly quote or
reference state law.

Recommendations

1. Find that the proposed Ordinance is exempt from the
California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378; and

2. Waive further reading and introduce an Ordinance amending certain sections and adding chapters 19.39 and 19.41 to Title 19 of the Camarillo Municipal Code pertaining to accessory dwelling unit regulations, ministerial subdivision processes, urban dwelling unit standards, objective design standards for new residential structures, and enhanced land use noticing requirements.
