Camarillo City Council

AGENDA REPORT
Date: May 14, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: David Sanchez, Community Development Director Subject: Formation of a Mobile Home Land Rent Ad Hoc Committee and Confirmation of the Mayor’s Appointments

BACKGROUND
City Council Policy 1.01, City Council Reorganization, Committees, and Appointments was adopted in August 1975 and last amended on February 26, 2025. The Policy establishes guidelines for City Council Committees which are formed to provide review and make recommendations to Council on matters of interest to the City (Attachment 1).

DISCUSSION
An ad hoc committee is formed to address a specific project or purpose and upon completion of its objective, the ad hoc committee is dissolved. Pursuant to City Council Policy 1.01, the Mayor is authorized to appoint up to two members of the City Council to serve on an ad hoc committee with the concurrence of the City Council. The ad hoc committee’s jurisdiction will be limited to the following subject matter.

The City has received a number of recent requests to analyze the possible implementation of a Mobile Home Rent Stabilization Ordinance or other measures to restrict the increase of rent in Mobile Home Park communities where residents lease the land. The three Mobile Home parks where residents lease the land are Camarillo Mobile Estates, Lamplighter Mobile Home Park, and Casa Del Norte Mobile Home Park. Of the three parks, Camarillo Mobile Estates and Casa Del Norte Mobile Home Park are restricted to seniors aged 55 or older. Some requests have focused specifically on the two senior parks, while others have addressed all three.

Staff recommends the formation of an ad hoc committee to analyze this matter. Its jurisdiction will be limited to the subject matter and will be dissolved upon completion of its objective.
