Camarillo Sanitary District
AGENDA REPORT
Date: May 14, 2025
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Pump Station 5 - Pump Replacement
BACKGROUND
The Camarillo Sanitary District (CSD) currently utilizes three submersible pumps at Pump Station 5 to convey wastewater to the Water Reclamation Plant. One pump operates continuously while the other pumps serve as backup pumps, which allows crucial routine maintenance.
The pumps were purchased and installed in 1993. Recently, one of the pumps failed and was unrepairable. This pump provided reliable service for 30 years and has reached the end of its useful life. The current pump is no longer manufactured, and replacement parts are no longer available. With only two operational pumps and no backup, staff cannot perform routine maintenance on either one without risking service disruption.
DISCUSSION
Staff explored the potential for joint procurement options using Sourcewell; however, no suitable options are available. Staff obtained three quotes from vendors who provide pumps with comparable performance characteristics. As shown on the following table, the quote from Muniquip LLC is the most economical for this purchase.
Vendor Quoted Amount
Muniquip LLC $57,783.48
General Pump Company $85,385.76
Flo-System, Inc. $111,621.00

The three quotes provided are above the $50,000 informal bidding threshold as established in City Council Policy 4.01, Section G.2. A formal solicitation would typically be required as detailed in Section G.3; however, due to the critical need to promptly replace the failed pump and to maintain operation reliability and consistency, staff is requesting that the CSD Board waive the formal solicitation requirement and authorize the procurement of the Grandfos pump from Muniquip LLC in the amount of $57,783.48.
The pump will not require modifications and will be installed by CSD Staff. Staff is familiar with the operations and maintenance requirements as the Grandfos pumps are used at other locations.
FISCAL IMPACT
Funds for the purchase of the Grundfos pump are included in the Camarillo Sanitary District Fund budget, Capital Purchases Equipment Account No. 871-8410-484.91-31 in the amount of $57,784.
CEQA DETERMINATIONS
The purchase of a Grundfos pump is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15301, which exempts from CEQA review projects that involve the operation and repair of an existing CSD facility.
RECOMMENDATION
1. Find the Maintenance Contract for the purchase and installation of a Grundfos pump with Muniquip LLC exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the State CEQA Guidelines as operation of existing facilities;
2. Waive the Formal Bid Solicitation requirement of Policy 4.01, Section G.3.; and
3. Authorize the District Manager to approve the purchase of a Grundfos pump from Muniquip LLC in an amount not to exceed $57,783.48.
