Subject: Chemical System Improvements (Project No. SS-5078-1) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements
BACKGROUND
On December 14, 2022, the Board of Directors found Chemical System Improvements – Project No. SS-5078-1 (Project) exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301, Class 1(b), and adopted a resolution approving the Project plans and specifications, and authorizing staff to invite bids for construction.
On April 12, 2023, the Board of Directors awarded a Public Works Contract to Spiess Construction Co., Inc. (Spiess) for the Project in the amount of $696,000 and authorized a contingency in the amount of $105,000 for a total authorization of $801,000.
DISCUSSION
The Project located at the Water Reclamation Plant (WRP) consisted of upgrades to the chemical storage and delivery systems, and included the replacement of pumps, tanks, equipment, piping and other various chemical system improvements. The equipment was nearing the end of its useful life and needed upgrades to ensure the reliability of chemical systems that are essential to the treatment process and to continue to meet regulatory permit compliance.
The Project was deemed complete on April 2, 2025, and Final Pay Estimate No. 11 (Attachment 1) to Spiess in the amount of $3,762.90 is recommended for this project. The total final cost of this contract is $783,125.82.
Staff recommends adopting a Resolution (Attachment 2) approving the Final Pay Estimate and accepting the improvements. The Resolution authorizes the Chair to sign the Notice of Completion (Attachment 3) and directs the Assistant Secretary to record the Notice with the Ventura County Recorder.

FISCAL IMPACT
Funds for the Chemical system Improvements contract are included in the Camarillo Sanitary District Capital Projects Fund Account No. 873-8810-488.92-41 for Project SS- 5078.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 11 to Spiess Construction Co., Inc., and authorizing the Chair to sign the Notice of Completion.
