Subject: Award CC Agreement No. 2022-157A Carpet Cleaning Services at the Camarillo Public Library Renewal for Specification AS-2021-21
BACKGROUND
The City of Camarillo undergoes regular professional carpet maintenance to preserve facility conditions and extend the life of the carpet. The current Maintenance Agreement (CC Agreement No. 2022-157) for the carpet cleaning services at the Camarillo Public Library is set to expire on June 30, 2025. The agreement commenced on July 1, 2022, was established for a three-year term with provisions allowing for one additional three- year extension period upon satisfactory performance review. Professional carpet cleaning services are essential to maintaining a clean, welcoming environment while extending the useful life of the carpeting investment.
DISCUSSION
Pacific Breeze Chem-Dry has delivered consistent, high-quality service during the current agreement term. Technicians have adhered to manufacturer-recommended cleaning methods and followed the established traffic frequency schedule. The vendor has reliably met scheduled service dates and responded promptly to special cleaning requests following events or unexpected incidents.
Based on demonstrated performance and industry qualifications, staff recommends exercising the one-time, three-year extension option with Pacific Breeze Chem-Dry for the period of July 1, 2025, through June 30, 2028. The proposed pricing is outlined below:

A contingency of $34,000 is recommended to accommodate any unforeseen or emergency cleaning needs during the term of the agreement. The proposed annual increases reflect anticipated rises in labor and material costs, as well as the need for expanded service as the facility continues to age.
FISCAL IMPACT
Funds for Library Carpet Cleaning for FY 2025/26 and subsequent years will be budgeted accordingly in Library/Operations/Custodial Account No. 101-5753-468.35-95.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that carpet cleaning services are not subject to CEQA review because it can be seen with certainty that there is no possibility that the carpet cleaning services may have a significant effect on the environment.
RECOMMENDATION
1. Find the carpet cleaning services exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3).
2. Authorize City Manager to execute CC Agreement 2022-157A with Pacific Breeze ChemDry for a three-year agreement in the amount of $229,919.10, and
3. Authorize a contingency for $34,000, for a total not to exceed agreement amount of $263,919.10.
4. Authorize City Manager to execute future change orders or documents as necessary up to the authorized contingency amount.
