BACKGROUND
On December 5, 2023, the Camarillo Planning Commission adopted Second Subsequent Mitigated Negative Declaration (MND) 2023-4, approved a modification to CPD-226 (CPD- 226M(5)) for the development of approximately 20 acres into a 163,397-square-foot retail warehouse and the construction of a free-standing fuel facility located south of the U.S. 101, north of West Ventura Boulevard, east of Springville Drive, and west of Home Depot, as shown in the attached location map (Attachment 1), and approved CUP-422 for the off- sales of alcoholic beverages. The project was conditioned to grade the site and construct public improvements, including sewer improvements, for which agreements and securities are required.
On February 14, 2024, the Camarillo City Council held a Public Hearing to consider an appeal of the Planning Commission decision to approve CPD-226M(5) and CUP-422 and its adoption approving Second Subsequent MND 2023-4 for the construction of Costco Wholesale with off-sales of alcoholic beverages and free-standing fuel facility. CC Resolution No. 2024-9 (Attachment 2) was adopted denying the appeal and upholding the Planning Commission’s decision to approve CPD-226M(5) and CUP-422 and approval of Second Subsequent MND 2023-4.
DISCUSSION
The developer has submitted improvement plans (Attachment 3), agreements, securities, and other necessary documents, and paid required fees for CPD-226M(5) and the attached City and Camarillo Sanitary District (CSD) resolutions acknowledge receipt of these documents (Attachments 4 and 5). Resolution No. PC 2023-29, with project conditions of approval, is attached for reference (Attachment 6).

Water Will-Serve Letter
CPD-226M(5) is located within the City’s Water District. A Water Will-Serve Letter for this project will be issued prior to the issuance of a grading permit.
Sewer Will-Serve Letter
CPD-226M(5) is located within the CSD. A Sewer Will-Serve Letter is needed for new service connections. CSD will issue a Sewer Will-Serve letter prior to the issuance of a grading permit.
FISCAL IMPACT
There is no fiscal impact as a result of this action.
RECOMMENDATION
1. Adopt a City Resolution approving improvement plans and acknowledging receipt of agreements, securities and other necessary documents for CPD-226M(5); authorizing the City Manager to sign other necessary documents and authorizing City Engineer to sign improvement plans for CPD-226M(5).
2. Adopt a CSD Resolution approving the sewer improvement plans, acknowledging receipt of agreement, securities and other necessary documents for CPD-226M(5); authorizing the District Manager to sign other necessary documents and authorizing District Engineer to sign improvement plans for CPD-226M(5).
