Subject: Adopt FY 2025/26 Strategic Plan Council-Goals and Objectives
BACKGROUND
As part of the City’s annual strategic planning process, the City Council held a Special Meeting on February 12, 2025, to review progress on current fiscal year action strategies and begin development of the FY 2025/26 Strategic Plan. The session focused on a discussion explaining the alignment of the Strategic Plan with the City Council’s values and priorities.
Staff also presented a proposed Major Project Prioritization model designed to rank major infrastructure projects across seven asset categories using a weighted matrix. This tool ensures alignment with Council values and supports effective allocation of limited resources.
At the April 9, 2025 City Council meeting, staff presented the draft FY 2025/26 Strategic Plan and received additional input from the City Council. The proposed final draft, FY 2025/26 Strategic Plan incorporates City Council’s direction and includes updated and new goals, revised objectives, and deletions to streamline and strengthen the plan.
DISCUSSION
The proposed FY 2025/26 Strategic Plan Council Goals and Objectives represents the City Council’s continued dedication to aligning City operations with community needs, values, and long-term priorities. This updated Plan reflects the input provided during the February 12, 2025 Strategic Planning Session and April 9, 2025 City Council meeting and incorporates key policy refinements based on Council direction.
Key revisions include the addition of new goals focused on Public Safety and Emergency Resilience, Technology and City Facilities, Natural Resource Infrastructure Management, Sustainability and Environmental Stewardship. Several goals and objectives have been consolidated or reorganized to eliminate duplication and improve clarity such as moving

CSU Channel Islands initiatives under Intergovernmental Relations and integrating Community Redevelopment and Transit efforts into the broader Land Use and Transportation goal area. The updated Plan also incorporates current and active action strategies to better connect daily operations with strategic priorities. These updates are intended to better reflect Council direction, streamline the structure of the Plan, and incorporate current and future priorities.
Staff recommends adoption of the FY 2025/26 Strategic Plan.
FISCAL IMPACT
Appropriations for Action Strategies that are recommended to be incorporated in department FY 2025/26 department work plans will be included in the Draft FY 2025/26 Budget and/or will be presented to the City Council for approval and appropriation of resources as new Action Strategies are further developed.
