Camarillo Sanitary District
AGENDA REPORT
Date: May 28, 2025
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Traffic Control Services - CSD Agreement 2025-4
BACKGROUND
The Camarillo Sanitary District (CSD) owns, operates, and maintains the wastewater treatment plant along with the associated collection system infrastructure that conveys wastewater to the treatment plant. The sewer collection system consists of gravity sewers, pump stations, and force-main pipelines, which are mostly located within publicly owned roadways throughout the City.
Throughout the year, CSD staff performs maintenance projects on the sewer collection system that require traffic control services, including traffic control plans and lane closure management. These measures are essential to minimize traffic delays and ensure the safety of motorists, pedestrians, and workers.
DISCUSSION
On March 22, 2025, staff advertised a Notice Inviting Bids in the Camarillo Acorn and posted on the City of Camarillo PlanetBids portal Specification MC-2024-6 for Traffic Control Service, for a three-year pricing agreement starting July 1, 2025, with the option of two one-year extensions. In addition, the agreement allows for a price increase adjustment each year based on the cost-of-living increase measured by the February Consumer Price Index for All Urban Consumers (CPI-U) Los Angeles.
CSD determined the lowest bid based on the combined totals of two project scenarios.
On April 11, 2025, staff received three bids uploaded to the City of Camarillo PlanetBids portal as shown in the table on the following page:

Name of Bidder Bid Amount
Total Barricade Service Inc, Oxnard, CA $3,094.80*
Rincon Traffic Control LLC, Oxnard, CA $ 3,793.00
Sierra Traffic Service, Inc, Somis, CA $ 4,639.40
* The bid submission total has been adjusted to reflect the bid submitted line-item totals.
Staff recommends the approval of Maintenance Contract 2025-4 for traffic control services with Total Barricade Service Inc, for the period July 1, 2025, through June 30, 2028, for an amount not to exceed $98,000. The table below provides estimated annual costs along with projected yearly increases. These costs may vary depending on the number of projects completed each year.
Fiscal Year Annual Cost
FY 2025/26 $30,000
FY 2026/27 $33,000
FY 2027/28 $35,000
Estimated Expenditure $98,000.00
Staff also recommends the District Manager have authorization to extend the agreement for two additional one-year terms, provided that the total expenditure does not exceed the total expenditure of $168,000. During the one-year period extensions, the contractor will have the opportunity to submit revised pricing that may exceed the CPI; however, the total not to exceed limit of $168,000 will remain. If revised pricing exceeds the CPI, staff would perform internal rate comparisons with neighboring agencies to ensure that proposed rates are justifiable prior to processing an agreement extension.
FISCAL IMPACT
Funds for the Maintenance Contract for traffic control services will be included in the FY 2025/26 and subsequent years proposed Budget in the Camarillo Sanitary District Fund budget, Maintenance Services Account No. 871-3730-437.35-74.
